| The "Four-Pronged Comprehensive Strategy" is the latest achievements in the development of Communist theory in China,and to strengthen Party self-discipline of CPC has been fully recognized by our society.The 19th CPC National Congress has put forward "Four Greatness",which plays a decisive role in the new great project of the party’s construction.The Communist Youth League is the assistant and the reserve force of CPC.The construction of the Communist Youth League relates to the party’s construction.Under the background of strengthening Party Self-discipline of CPC,the problems of theCommunist Youth League’s institutionalization,administration,aristocracy and entertainment are becoming increasingly prominent.Strictly administering the regiment is way to improve the Communist Party inner quality.The reform of the Communist Youth League has become a trend and an important measure to inspire the vitality of the Communist Youth League.Therefore,it is of great theoretical and practical significance to study the organization and construction of the rural grass-roots Communist Youth League for the realization of ChinaDream.Based on the investigation of the construction of grassroots organizations in rural areas of Jian’ou City,by the guidance of President Xi Jinping’s theory on the comprehensive construction of CPC and new public governing theory,this articles adopts the method of documenting,field surveys,interviews and other methods of necessity to investigate the status quo of the construction of grassroots organizations in rural areas of Jian’ou City.Analysis has been given here to embody the shortage in the grassroots construction building,such as the ineffective management,the lack of cadres,besides the Youth League members do not have the sense of service consciousness to shoulder responsibilities.The main reason for these problems can be seen from two aspects:on the objective side,the rural grassroots organizations’ governance is obviously insufficient and the number of cadres here is not enough to handle too many works and chores;and on the subjective side,the rural grassroots organizations supervision mechanism is not perfect so as to the cadres ability and the party members’ identity consciousness.Finally,the author would make conclusions and suggestions in the following aspects including the system of treatment group,ensuring the grassroots funding and improving the assessment mechanism,optimizing the supervision service ability,enhancing Youth League member consciousness etc. |
