Abe's "active Pacifism" Study

Since Abe has come to power once again,he has presented the concept of Proactive Contribution to Peace based on the international coordination humanism,as well as took it as the guidelines for practice of Japan's defense and diplomatic.Under the guidance of Proactive Contribution to Peace,Japan's national security strategy has been largely molded by a serious of reforms,such as the ban of collective self-defense,slack policy on weapons export restrictions,strengthening of military construction etc.As a result,the positive pacifism of Abe regime is to deny the post-war path of peaceful development for Japan,meanwhile,to lead Japan back to the path of military power one more time.At the end,it becomes the effective tool for Japan's conservatism to reach the target of normal country.This paper tries to put a series of policies of Proactive Contribution to Peace in order comprehensively and systematically,which issued by Abe regime since he has come to power one more time,and to research the strategic intent,the path of implementation and the influence of Proactive Contribution to Peace.Through analysis of specific cases,this paper shows that Abe regime propagates China malicious threaten to reach the so called peaceful target,as well as,tries to transfer Japan to a country which has ability to start war.The article includes four parts altogether.The first part mainly elaborated the origin of"active pacifism".It starts from the postwar pacifism to the rise of new thoughts of pacifism and to the "active pacifism" proposed by Itou Norihito firstly.Currently it is a basic governance idea took by Abe.Japan has been mainly developed in the non-military fields,such as economy and trade and culture,and has exerted its international influence influenced by postwar pacifism.However,with the rising of national power of Japan,Japan has desired to change the "major economic country" to the "major political country".Japan viewed the pacifism as a negative thought,which is under the restriction of the post-war pacifist constitution system.That the reason why the new pacifism came out,which requires to make contribution more actively.On the basis of new pacifism,Abe has further put forward that Japan should take action of the maintenance of world peace,stability and prosperity,and launched the"active pacifism" combined with the so-called theory,namely,"Japan faced complicated international security environment.The second chapter exposes the true intention of Proactive Contribution to Peace acted by Abe regime with the analysis of connotation of Proactive Contribution to Peace."Active pacifism" mainly contains five points.Firstly,participating the construction of the international order and making contribution to the international community;secondly,making the breakthrough of restriction of the pacifist constitution and striving for the normalization of nationality;thirdly,strengthening the Japan-American alliance;fourthly,abolishing the defense policy and the "three principles of arms exports";fifthly,reforming the domestic political and military system.It can be seen that "active pacifism and postwar Japan run counter to the road of peaceful development.And the fundamental purpose is that relies on the collective self-defense under military means to get rid of the bondage of the pacifist constitution and to cope with the rise of China,so that strengthening the alliance to expand the Asia-pacific defense system.The third part mainly elaborates the practice path of "active pacifism" promoted by Abe administration.It interprets mainly from conception of history,diplomacy territory,security construction and lifted the ban on collective self-defense.Since Abe has been in power secondly,he has adhered to the inaccurate conception of history,intensified contradiction among China,Japan and its neighboring countries repeatedly,visited the yasukuni shrine,negated the reality of comfort women and has allowed dispatching soldiers oversea and so on.It can be seen that a series of actions are full of the extreme nationalism thought,which took by Abe,and it hidden the resuscitation sign of "militarism".On diplomacy territory,Abe has proposed the diplomatic policy with the global vision,named "overlooking the globe diplomacy".Abe has expanded the scope of Japan's diplomatic activities to the global area by the head of the "beat five continents" diplomatic policy,he has also propagated the conception of "active pacifism" through the "overlooking the globe diplomacy".In the field of security construction,Abe has set up the "international security conference" to view the"active pacifism" as the leading principle idea of Japan's security policy through the first Japan's national security strategy" of post-war,"outline of the construction of the defense force" which guides the next decade the defense program and "preparing a plan for the medium-term defense force" which guides the next five years' equipment construction.Through "active pacifism",Abe has beautified the construction of"fighting country" as "make positive contribution for peaceful and stability of Asia Pacific and global".Though the overseas strategic expansion,overseas military dispatching and all other aspects,Abe has further collapsed the laws and regulations of constitution established by post-war democratic reformation and has made all his effort to promote the tendency of military major power.On a ban on collective self-defense,Abe said the exercise of collective self-defense is the strategy pillar of"active pacifism",only lifted the ban on collective self-defense can Japan implement"active pacifism" better.By revising the constitution,Abe has realized the exertion of collective self-defense restrictively and it is the fruitful result obtained by pursuit of"Japanese normal nationalization" which is hidden by "active pacifism".On the above analysis,the aim of the fourth part is to explore impact on the relationship of Sino-Japan based on the perception of China's status quo from Abe regime.Besides,the purpose of this part is to put forward the strategic suggestions for dealing with the relationship with Japan.In order to make the "active pacifism" work effectively both at home and abroad,Abe regime spares no effort to render the theory of "China threat",and it makes the relations between China and Japan dropped to freezing point.The promotion of "Active pacifism" will bring new security dilemma to China and to the neighboring countries.The result is bound to add insult to injury for the Sino-Japan relations,such as intensifying bilateral strategic deficit,bringing serious instability and insecurity factors to east-Asia and Asia-pacific.In the freezing period,China should take measure to guarantee the smooth communication mechanism between the two governments,to avoid conflictions,to actively develop folk diplomacy,deepening cooperation in the field.Meanwhile,China should undertake international responsibilities and obligations actively and view it as an opportunity to play a positive role in the global hotspot issues,so that to show the international community the determination of the road of peaceful development and to promote the benign interaction,mutual benefit and win-win results,and to eliminate the "China threat" contained in the "active pacifism".
