Research On The Optimization Of Public Service Environment For Economic Development In Yuping Yi Autonomous County, Guizhou Province

The public service environment of economic development is the concept of soft environment, which is relative to the hard environment; it represents the productivity and competitiveness.If a region has a good public service environment and provides high quality and efficient, standard as well as orderly service for economic development, then it will fully reflect the advantages in attracting foreign investment, and wins a priority for the development of enterprises, and thereby boosts the development of local economy. Through the study on public service environment theory of economic development, this paper puts forward the connotation of public service environment, it is governmental functions, efficiency of governance, policy systems, laws and regulations, which is relative to the infrastructure and geographical environment, resources condition and other physical environment. The optimization of public service environment can further promote the development of county economy. The government is the main body of public service environment; it is duty and fundamental significance of the government to optimize the public service environment. The achievements of construction on public service environment directly reflect the government capacity to deliver services.Guizhou Yuping Dong Autonomous County Government puts the optimization of public service environment in an important position via improving the service consciousness, changing the concept, accelerating the reform of the administrative approval system and optimizing the approval process, strengthening the work ability of government, producing a fine environment for attracting business and investment, lighting the financial burden of business enterprises and innovating working mode of the government. At the same time, the government has made certain achievements in optimizing the public service environment. This paper investigates the public service environment of Yuping Dong Autonomous County by questionnaire survey, the results reveal that the crowd's satisfaction has improved; meanwhile the problems reported by the people were well solved by the government of Yuping County. Besides, the masses and enterprises truly feel the improvement of government service capability and efficiency. By improving the quality and attitude of service, the work of attracting foreign investment goes on more smoothly. However, there are still many problems about the public service environment of Yuping Dong Autonomous County, the backward thought of "the official status" has not been completely abandoned; the reform of administrative examination and approval often meets resistance, the phenomenon that authorization could not really exercise is more prominent; the work orientation of government departments is not clear enough, supervision and management work is difficult to be done; the resource conformity is unsmoothed between various government entities, it restricts the implementation of the reform of the administrative approval system; inspection surveillance mechanism is not perfect, it cannot effectively play the role of internal supervision and external supervision, the phenomenon of omission, chaos are still exist among some government officials; there has been inadequate in administration according to law and enforcement of laws and regulations; the efficiency of administrative examination and approval needs to be further improved as a result of drag acts in the relevant departments of government; it also needs to be strengthened in the implementation of related policy and system.This paper uses new public service theory, system variance theory and the innovation in system theory to discuss the optimization of public service environment of economic development of Yuping Dong Autonomous County. This thesis is divided into five parts. The first chapter of this paper states the background and the significance of the subject, and summarizes some related domestic and abroad research reviews, research ideas and research methods and the research priorities and innovations. The second chapter introduces the related concepts and theory basis. The third chapter uses SWOT to analysis the advantages, weaknesses, opportunities and challenges of environment of economic development of Yuping Dong Autonomous County, and expounds the stage of present economic development and achievements of public service environment of economic development of Yuping Dong Autonomous County. The fourth chapter analysis the current situation of public service environment of economic development of Yuping Dong Autonomous County by questionnaire survey and interviews, as well as summarizes the problems existed in the public service environment and causes for problems. The fifth chapter puts forwards specific suggestions and measures to optimize the public service environment of economic development of Yuping Dong Autonomous County.
