Research On The Path Of Improving The Party's Ability To Govern Under The Background Of National Governance Modernization

The third plenary session of the18 th,the Central Committee of the Communist Party of China put forward promote modernization of national governance capacity,and regard it as one of the comprehensive reform of the overall goal.The communist party of China is the country's ruling party,is the main body of governing the country.In the new period,to improve the party's ruling ability,it is not only related to the country's reform,development and stability,relates to the party's image and influence,but also related to the realization of a well-off society in an all-round way and the goal of "two one hundred".Therefore,in the national governance under the background of modernization,sharpens party's ruling ability is particularly important.This paper mainly divides three five parts.The first part,mainly on the connotation of the modernization of governance,the connotation of the party's ruling ability,and analyzes the inner relationship between the two,this paper elaborates on the governance,governance,modernization of national management system and management ability,modernization,and the meaning of the party's ruling ability,and expounds on the governance capability and the dialectical unity relationship between the party's ruling ability.Through the interpretation of the concept,and points out that to country management modernization and the close ties between the party's ruling ability construction.The second part,elaborated the modernization of national governance under the party's ruling ability faces challenges from the international and domestic,from the ruling party itself,from the government,there are also derived from the current our country "five one" the overall layout,to reflect the necessity of strengthening the party's ruling ability construction.The third part puts forward the present problems of the party's ruling ability construction,show the modern state system construction ability needs to improve,socialist democracy,the rule of law construction ability remains to be further strengthen,the advanced culture construction is generally weak,national governance system and mechanism is not sound,as further discussed below under the background of modernization of country governance provides the reference for the path choice of improving the party's ruling ability.The fourth part mainly discusses the governance in the country modernization under the background of improving the party's ruling capability of party is the the era and history have entrusted to the responsibility and mission,governance puts forward new requirements to the ruling ability construction of modernization,the ruling party's ruling ability construction system contains concise governance goal of ability,the ability of innovation management concept,improve the governance ability,build a system of governance ability,ability to shape the governance network and realize the governance ability of action.The fifth part is about how to management modernization in the country under thebackground of how to improve the party's ruling ability,according to a new stage in the new period the party's ruling environment,from the practice level is analyzed,combined with the existing theoretical research results,for the present stage to strengthen the party's ruling ability construction and the method for the further study of the form,as to promote the party's ruling ability.
