Research On Government Responsibility In Aged Care Services

China is gradually becoming an aged society.To respond to this irreversible change,our government has acted accordingly,transforming its responsibilities in the elderly pension services industry,as well as the way those responsibilities are carried out.Firstly,the paper illustrates the contents of elderly pension service and the government responsibilities;discusses the correlation between these two concepts;and combs through the main points and prioritizes these responsibilities.Then,using the structure of governmental institutional pension service facilities of Harbin City,through interviews and polling,analyzes the disadvantages of the institutional pension services and their causes;and reveals the obstacles of improvement of such facilities and the related government responsibilities.This paper also lays solid foundations on which future analysis and studies can be based on.Finally,using the results of previously mentioned studies,this paper gives advice and suggestions on how to enhance the healthy improvement of governmental institutional pension service under an aging society,how to comply with the adversities of such requirements,and aid the government on better carrying out their responsibilities on such improvements.This paper hopes to provide valuable research and statistical data,as well as serve as a guide to the improvement and advancement of Harbin City's elderly pension services.Thereby improving Harbin City's capabilities and effectiveness in improving the quality of such services to the elder of the Ice City.
