Research On The Management And Service Of Floating Population In Yangzhou Development Zone

Migrant population is an integral part of human resources in China.Till 2016,the migrant population had amounted to as many as 247 million,which was a historic record.Over the years,the migrant population has made outstanding contributions to urban construction,economic development,employment security,market prosperity and so on.Nonetheless,it cannot be ignored that the growth rate of migrant population,to some extent,has surpassed the pace of development the city can tolerate,thus inducing the rise and aggravation of a spectrum of problems such as social security,employment competition,urban public service and social integration etc.These problems urgently call for the timely innovation of management conception on the part of government to promote the development of service and management system of migrant population.Starting with the positive and negative impact of ever-growing urban migrant population,the paper illustrates the necessity of intensifying the management and service of migrant population,and explains the practical and theoretical significance of the research.Subsequently,the migrant population management and service at home and abroad are analyzed theoretically,followed by the definitions of migrant population and management and service of migrant population and by elaboration on theories related to migrant population.As a next step,a historical review and status analysis of the floating population administration and service in our country is conducted,based on which,an instance analysis of the floating population administration and service in Yangzhou Development Zone is made.Then,it systematically expounds on the causes of aforesaid problems.Last but not least,the paper raise that the enhancement of the management and service level of migrant population in Yangzhou Development Zone should involve both consciousness and hardware,namely uplifting the management and service consciousness of migrant population,constructing coordination mechanism of migrant population management,broadening the interests expression channels of migrant population and perfecting the integration mechanism of migrant population,among others.In an attempt to enhance the management and service of migrant population in Yangzhou Development Zone,a series of measures are adopted by Yangzhou Development Zone,mainly through improvement of certificate transaction(publishing service items,simplifying transaction procedure,carrying out entrusted transaction,improving communication and collaboration,enhancing window construction,and implementing accountability system)and divisional management and service organizational system.Those measures enable management work to make great progress.For instance,the management idea is updated,the diversification management is implemented,and the multi-goal integrated management model of the floating population is set up.Whereas,still some problems are found with it,such as the rise of illegal crime rate,lack of coordination and linkage mechanism,insufficient soundness of service mechanism of migrant population etc.It requires all round enhancements to address the problem and a lot of work should be done.The government of Yangzhou Development Zone,through the managements towards migrant flowing population,not only enables them to integrate into their residential areas,become new members of Yangzhou and own the same identifications as the natives,satisfies them both in work and life,improves their living conditions and makes them become accustomed to city life as quick as possible,but also helps to reduce criminal incidents and relieves local government's pressure on social management and,in doing so,keeps social harmony and stability to contribute to the development of local economy.Researches on the management and services towards migrant flowing population by Yangzhou Development Zone can not only offer theoretical supports for the management and services towards migrant flowing population,but also have great significance in concrete management practices.
