Research On Problems In The Needs Assessment Of Children In Distress

In recent years, the mass media has reported lots of events of "the children in need",they have become a common concern of the government and the society, The government and all sectors of the community have taken measures to protect this group, maintaining the rights and interests of the children in need. In this paper, the kinds of the children in need include orphans, the children with absence of guardianship, the children of guardian's inability to perform guardianship duties, the children of severe disabilities or serious disease, street children and other children who need help. In order to better protect the rights and interests of minors, Nanjing X District ask for information of the survival and development conditions of the children in need, in order to know the need assessment of children with household registration in Nanjing District X and to explore effective measures to help the children in need.The author participated in the whole process of the need assessment in X District and found many problems. Firstly, in the preparation process of the need assessment,we can find some problems,such as community staff's misunderstanding of primary standards for children, the evaluation sheets are insufficient in scientificalness and speciality, the need assessment training is not in place. Secondly, Problems like interviews conducted by social workers are not further enough and single source of data source in the executing process. Thirdly, in the summary process, there are also some problems like social workers cannot divide the plight of minors, the results lack evaluation of the children on their own. Focusing on these issues, the paper will analyze problems through observations and interviews. In analyzing of the reason, the lack of government services, the evaluation personnel is not professional and the lack of standardized management are three main factors.At last, combined with the previous research problems and the existing social background, specific measures should be taken, including the government's increase in the service of the children in need, the establishment of a scientific evaluation index system,the promotion of professional evaluation of social workers, the establishment of the supervision and management system and the formation of various departments co-ordination mechanism.As an important step of the initial part of social work, the need assessment plays an important role. However, there are many problems in the need assessment of the children in need, this paper will explore and finally become a help to need assessment.
