Research On The Problems And Countermeasures In The Reform Of The Administrative Examination And Approval System At The Grassroots Level

In recent years,the reform of administrative examination and approval system is an important strategic initiative in China,to accelerate the transformation of government functions and improve the socialist market economic system.Through reform,it can minimize approvals and stimulate the market vitality and social creativity,and consequently promote the economic and social development constantly and healthily.The grassroots governments face the market and masses directly,which related to the “last-mile” problem of reform.The study about the reform of grassroots governments can promote them carrying out the reform measures completely,strengthening service functions seriously,innovating and optimizing service continuously,which has great significance to speed up the transformation of government functions,to close the relationship between the party and masses and to promote social harmony and stability.Since 2014,Rencheng district pushes forward the administrative examination and approval system reform steadily,has been repeatedly canceled?consolidated and adjusted administrative examination and approval items,established power and responsibility list system,implemented the “three concentration,three in place” and so on.The reform practice of Rencheng district can be said to be a microcosm of the current reform situation of grassroots government.In this paper,I cite the reform of Rencheng District in Jining city as a case,in order to study our grassroots government administrative examination and approval system reform,to analyze the problems and reasons in the reform,and learn the advanced theory and practical experience,and put forward some suggestions,which can provide theoretical and practical basis for improving the reform of the grassroots government.The full text is divided into six parts:The first part is the introduction.This part introduces the research background and significance briefly,introduces the research status at home and abroad from the angle of economics,politics and law subject,and cites a large number of related literatures.The main research methods include literature research,field investigation and comparative study.The second part is conceptual interpretation and theoretical basis.The related concepts include grassroots,administrative examination and approval,administrative examination and approval system and the reform of administrative examination and approval system,the maintheoretical bases include the limited government theory,the whole government theory and the new public service theory.The three theories are originated in western countries,which has its rationality,but also has its limitations.The theories focus on the theoretical study mainly,and lack for practice study on the combination with our national conditions.This part is a theoretical foreshadowing for the full text.The third part is the grassroots governments reform of the administrative examination and approval system — — Rencheng District as a case.This part introduces the current reform situation in Rencheng District,pointed out the reform problems and discussed the causes for the problems.This part is a microcosm,we can know the reform situations roughly about all the grassroots government in our country.The fourth part is the experience of administrative examination and approval system reform at home and abroad.In foreign,I introduce the reform experience of the United States,Japan's as examples.In domestic,I introduce the reform experience of Binhai New Area in Tianjin province,Jiaxing in Zhejiang province,Qingdao and Wendeng in Shandong province as examples.Through them,I summarize the experience and enlightenment about grassroots governments' reform.The fifth part is suggestions on the reform of the administrative examination and approval system.With the ongoing comprehensive reform,this part puts forward some suggestions for the improvement of the reform in grassroots governments: firstly,to accelerate the transformation of government functions;secondly,to minimize approval to the greatest extent;thirdly,to take measures to strengthen supervision;lastly,to innovate and optimize services continuously.The sixth part is the conclusion.
