Port is a symbol of the country's opening to the outside world and a symbol of national sovereignty.At present,with the accelerated development of global economic integration and trade liberalization,the efficiency of port coordination management is an important indicator of the efficiency of port clearance,and even the country's external economic development level and competitiveness,as well as the development of China's import and export economy and even the entire national economy.Both will have far-reaching consequences.The port management has to deal with a large number of different countries and regions,different natures and types of affairs and businesses,and there is a strong degree of professionalism between these affairs and businesses.Therefore,it will involve Customs,Entry and exit inspection and quarantine,Immigration Inspection,and Maritime Safety Administration,Port planning and operations and other departments,different units and departments under the traditional bureaucratic management system,lack of effective cooperation and coordination,so that port management has become fragmented,port management efficiency improve.This article combines the overall governance theory and comprehensively uses literature research method,case study method,comparative analysis method and other research methods,combines the empirical analysis of the coordinated management of Ningbo port,and draws on the advanced experience of port management at home and abroad to study and analyze China's The main problems existing in port coordination management and their causes are based on the overall governance theory,and propose suggestions and countermeasures for strengthening cross-sector government cooperation and coordination,enhancing port coordination management efficiency,and optimizing the overall customs clearance environment.The main problems existing in China's current port coordination management are:First,the management concept is constrained;second,the management system is fragmented;third,the basis for coordination and cooperation is incomplete;and fourth,the coordination model is not perfect.The specific countermeasures are as follows:First,the reform of management basics,including changing the concept of port management and improving the legal system at the port;Second,the coordination and cooperation across sectors,including the reform of port coordination mode,exploration and promotion of "single window" mode and integration of port inspection The third is the integration and optimization of information networks,including the construction of an inter-departmental comprehensive information sharing database,the promotion of inter-department networking projects,and the support of local e-ports for the development of comprehensive customs clearance projects.
