Study On The Problems And Countermeasures Of The Coordinated Management Of Ethnic Communities In Xichang City

In February 2014,Xi Jinping,the general secretary stressed in the third plenary session of the eighteenth topic seminar that,"in order to promote modernization of national management system and management ability,it is necessary to cultivate the socialist core value system." National governance system consists of a country's political,economic and cultural level,and is determined by people.Urban community,as the foundation of the administrative planning,is the most grass-roots level of national governance system.Meanwhile,urban community collaborative governance could be viewed as the starting point of modernizing national governance system step by step.In recent years,with China's economic and social development,urban construction is growing by leaps and bounds,besides,more and more minority population get into the city to live with Han People residents which has formed the multi-national community.Due to the differences of folk custom,religious belief,the management of urban ethnic community and the general urban community becomes more complicated,so does the social situation.All these problems are urgently needed to solve.Dissertation generalized the literatures domestic and abroad.Overall,the re searches scatter around achievements of interdisciplinary all over the world and focus on theoretical research.At the same time,the study of national urban c ommunity governance together is lack of research.Also,it is difficult to establ ish ethnic communities of cooperative governance mechanism in remote nationa l regions.Dissertation takes Xichang national community governance as the ma in research object and the governance theory as the main theoretical basis.Arti cles uses the related theories of management and investigation and questionnair e in person.Dissertation investigates the basic situation of community governan ce in Xichang,sort out out problems of ethnic communities in community man agement,community autonomy and community participation about Xichang,the n,dissertation analyses the specific reason for the formation of these problems.The results show that authorities in a dominant position,has not yet formed multiple governance body in Xichang ethnic community collaborative governanc e.Then,based on the absorption and reference to other cities about the basis of experience and achievement of community governance,dissertation combinati on the feature of Xichang national community,dissertation coordination from th e urban community governance concept,building a system of urban community governance,and the path to Then,the implementation of urban community gove rnance together,this dissertation put forward some countermeasures and suggest ions to improve the Xichang national community governance.This dissertation argues that,although the Xichang national community collaborative governance construction started late,community autonomy and community residents continu e to strengthen and improve the consciousness,ethnic communities will eventua lly form a cooperative governance.
