Research On The Development Path Of China And South Korea's City Diplomacy Under The Construction Of The Belt And Road

With the continuous development of the international community,diplomatic activities between countries become more and more frequent.Under the guidance of the overall state diplomacy,more and more non-traditional diplomacy methods have emerged,which has injected infinite momentum into the development of inter-state diplomacy.Among them,because of the continuous improvement of city's ability and level of participating in international exchanges,the function of city as a link of transnational cooperation,a bridge of regional exchanges and a practitioner of national interests is more obvious.Therefore,city diplomacy has been carried out and its influence in contemporary international relations has gradually expanded.In academic circles,scholars have carried out a series of studies on sub-national actors,especially urban actors.They have put forward the "bifurcated structure of world politics" theory,paradiplomacy theory,multilayered diplomacy theory and so on,which bring theoretical basis for the development of city diplomacy.China and South Korea have a long history in communication.After the establishment of diplomatic relations in 1992,the relationship between the two countries has been further developed,the partnership has been continuously upgraded and the strategic partnership between China and South Korea has been established.The two countries have cooperated and exchanged views on many matters,making great contributions to the peaceful development of the international community,especially to the stability of Northeast Asia.While official diplomacy between China and South Korea has developed well,city diplomacy between China and South Korea has been playing its role.At present,city diplomacy between China and South Korea has achieved many results.First,the number of sister cities has been increasing year by year.,China and South Korea established the first pair of sister cities in 1993.Up to now,185 pairs have been developed.Secondly,the field of city diplomacy is very diverse.Thirdly,the effectiveness of city diplomacy between China and South Korea is constantly emerging.However,due to the situation on the Korean Peninsula,the overall national strategy,the country's economic preferences,public opinion and other factors,the further development of city diplomacy between China and South Korea is facing many interference and obstacles.For example,the inadequate docking of development strategies,the unbalanced degree of internationalization among cities,the single form of city diplomatic activities and so on.In 2013,China put forward the strategy of the Belt and Road.The Belt and Road and city diplomacy interact and promote each other,bringing new historical opportunities for city diplomacy of China and South Korea.In particular,the "The Five-Connectivity Program" which is the key contents of the Belt and Road further clarify the opportunities for China and South Korea's city diplomacy.Policy coordination can expand the city's external communication space.Facilities connectivity can promote the infrastructure construction of the city.Unimpeded trade can optimize the planning and layout of urban trade.Financial integration can open up a channel for the development of urban diplomacy.People-to-people bonds can further strengthen the cultural exchanges between cities.As the positive force for promoting regional development and international peace,China and South Korea should follow the trend of the Belt and Road,seize the precious development opportunity.They should take actions on further development of China and South Korea's city diplomacy from the nation,city and city diplomacy,based on their present situation.Firstly,we should strengthen communications between countries and facilitate the alignment of development strategies.Secondly,strengthen the internationalization of the city itself and enhance the level of city's external communication.Thirdly,we should enrich the patterns of city diplomatic activities and enhance the attractiveness of city diplomacy.Finally,we should learn the experience from city diplomacy of other countries and make use of it.Thus,the Belt and Road will play a greater role in making the city diplomacy and truly become an important way to realize the vigorous development of bilateral relations.
