Under the time background of Law-based governance,to standardize administrative examination and approval,to strengthen the control of discretion of administrative examination and approval is an important means of construction of government ruled by law and against corruption.Some local government carried out the relatively centralized administrative examination and approval system reform,in promoting the ”clarify,regulate,transform” policy,firmly boosts the administrative examination and approval items reduction,the power concentration,the service going down to the basic units.Rlated units actively explored these outstanding problems like”giving much regard to examination and approval while less to regulation” and they have acchieved some results such as they initially achieved to clarify the power,cleaned up the examination and approval items,stimulated the vitality of the market.On what they have been achieved,local government is thinking how to further deepen the reform,further standardize administrative approval,and further explorate and innovateadministrative examination and approval.Comissioned Sichuan Academy of Social Sciences set up research group on how to strengthen the theoretical research on discretion control of administrative examination and approval.They want to further promote the reform of administrative examination and approval system of local government by deepening of theoretical research."Theoretical problems of centralized administrative examination and approval discretion".The research has expanded mainly from the related basic theory study of discretion of administrative examination and approval.Including the related basic concept,function,role of discretion the necessity of the existence of administrative examination and approval.And combined with local government administrative examination and approval reform,the proposal about how to further standardize the discretion of administrative examination and approval of the relevant path and method was suggested.On the basis of theoretical research,combined with the reality of administrative examination and approval,local government actively explored design a discretion to control standard system of administrative examination and approval.
