Local Government Management Research On Independent Colleges

Independent college is the product of the popularized and marketwise China's higher education.Although financed by fees paid by private,independent college is of not only profitability but public interests and great external effect.The generation and development of independent college provides public education products and services to society,meeting the need of diversity education of society,and making a significant contribution to human resources supply of China's regional economic growth.The educational orientation of Independent college is transforming from research undergraduate education which follows parent university into applied undergraduate education,aiming to cultivate well-qualified and applied talents for servicing the regional economic growth.In the transitional period,Independent college confronts many risks and the plight--the lack of experience in running college,low-quality students,unreasonable major setting,unstable teaching staff,insufficient hardware equipment and unitary fund resources.The latest amended the P.R.C.Law for Promoting Private School in 2016 explicitly emphasizes on reinforcing government supervision,government backing and program management.Therefore,it is necessary for the local government to define the role and bring its function into full play.Introducing relevant laws and supportive policies will provide more effective services to the transition and development of Independent Colleges,so as to bring about a win-win situation of the sustainable development of Independent college and regional economic growth.To probe to the present situation that local governments' management towards Independent college,this thesis will take the independent colleges' development in Sichuang areas as examples.Meanwhile,on the basis of studies on Independent colleges' development and policies making and implementation of local government made by the experts and scholars,the thesis will discuss how to let local government promote the sustainable development of Independent college and how to let the Independent college serve for local economic development in a better way.At last,the thesis will use public and local government management theories,especially from the aspects of the government's service,government's guidance and management,government's policies' support,government's regulations and supervision and laws protections to explore the measures taken by local government to administrate Independent college.This research consists of six parts.The first part is the introduction in which the research background and significance of the thesis,literature review,research methods and ideas,research focus and innovation,and the relevant theories that will be mainly introduced.The second part will introduce the development of the Independent college,the main content and basis of local government's management towards Independent college.Thirdly,it will investigate management of independent colleges from the aspects of nation and Sichuan region.The forth will investigate the Independent colleges of Meishan to discuss the achievements,deficiencies and the causes of local government's management.The fifth will explore the way of management of Independent college by combining the experience of the U.S.state government with the features of our country.At last there will be a conclusion.Independent colleges,local government management not only "management" is not "governance",but should notice to reconstruct the governance system of independent college,pay attention to the participation of social organizations and citizens and the main body,in the government macroeconomic regulation and control under the premise of guidance and supervisory management,promote the higher education marketization operation mechanism,to carry out and implement the combination of "pipes" policy,make independent colleges to realize "autonomy",do a good job in "Chinese characteristics" of higher education.
