Analysis Of The Status Quo And Countermeasures Of The Efficiency Construction Of The Institutions In Kaizhou District

With the deepening of economic globalization,the connection between countries is becoming increasingly close and the international competitions becoming increasingly fierce.Our country keeps deepening the reform,changing current government function and improving government efficiency to adapt to the development of the times and enhance the international competitiveness.Strengthening the government efficiency is one of the important contents of deepening the innovation of China?s administrative management system.And it is also a necessary requirement of government with the satisfaction of people.This paper goes from the enhancement of county government administrative efficiency,researching Kaizhou district government as a case,pointing out the main problems and causes in administrative efficiency construction,then try to find out some solutions.Based on the literature review,this thesis uses the methods of questionnaire,qualitative and quantitative to investigate the administrative efficiency construction of Kaizhou district.The following problems exist in the operation of Kaizhou district administrative efficiency construction: the work efficiency is not high enough;the standardization level of government performance assessment is low;the operation cost is high;the public participation is not enough;and the administrative efficiency supervision needs to be strengthened.This paper analyzes the cause of these problems and proposes the following countermeasures and suggestions concerning the improvement of administrative efficiency construction of Kaizhou district: to strengthen the service consciousness;to establish more scientific performance assessment system;to clarify the government functions;to improve public participation etc.This paper includes six chapters,details are as follows.The first and second chapters go from the enhancement of the theoretical foundation and practical significance of government administration efficiency,introducing domestic and international research situation.The third and fourth chapters introduce government efficiency improvement program carried out by Kaizhou district in the past few years and elaborate the problems it has.Then the reasons for the main representations of low efficiency are analyzed.The fifth chapter emphasizes the the main approaches and methods of Kaizhou government's efficiency construction.The last chapter makes some expectations to the construction of local government efficiency.The district government administration efficiency construction is relatively lack of theoretical foundation and practice,so is Kaizhou district,especially after the establishment of district with revocation of county.There are more chances,higher requirements,and much more mission in the new historical beginning,the government administration efficiency construction is becoming more and more important and pressing.Through the research of Kaizhou government administration efficiency construction,this paper is favor of giving some advices to improve the efficiency and service quality.
