Study On The Problems And Countermeasures Of Administrative Efficiency Supervision In Chongqing

The3rd plenary session of the18thCommunist Party of Chinese, which attractedworldwide attention, after the3rd plenary session of the11th, once again, sounded thehorn of the reform. Deployment according to the conference, the governments atvarious levels shall comprehensively deepen the administrative system reform, theconstruction of functional science, structural optimization, honesty and high efficiency,people’s satisfaction of a service-oriented government. So,\"how to strengthenadministrative efficiency supervision, to improve administrative efficiency\" became thereality that needs to be on the subject. As the youngest municipality directly under thecentral government of China, if Chongqing wants to take the lead in development, itmust give full play to the administrative efficiency supervision in optimizationdevelopment soft environment, and in the improvement of the regional competitiveness.The research of Chinese experts and scholars on administrative efficiencysupervision work started late, also less practical. To this circumstance, the author usedliterature analysis, to summarize the concept and characteristics of administrativeefficiency supervision, to form relative scientific understanding of the theory, whichprovides the theoretical reference for the administrative efficiency supervision.Stood on the practical point of view, based on the actual, objective analysis of thesituation, the author summarizes the main methods of administrative efficiencysupervision in Chongqing:1.seriously organize assessment\"ruling for the people,service for the development\", promoting organ style change;2. actively accept andhandle cases of effectiveness complaints, to safeguard the rights and interests of people;3.solid to carry out all kinds of special work, provide services for economic and socialdevelopment;4.steadily advancing the government performance management, andpromote the government management innovation;5.deepen correct ethos, solve thoseoutstanding problems that the masses feel strongly about. Besides the affirmation ofthese practices, at the same time, the author combines the condition of administrativeinstitution efficiency construction, find out some problems still exist in theadministrative efficiency supervision of Chongqing, such as: the development is notbalanced in different area and industry, not deep; the accordance is insufficiency, therange is limited; the related agencies’ role play is not obvious, the efficiency is not highenough; Insufficient work force and comprehensive effect; relative methods is lag, need to improve, and so on. To explore the deep reasons behind these problems, mainly:system of administrative efficiency supervision mechanism is not well, imperfect lawsand regulations, and ideological understanding inaccurate positioning, responsibility isnot strong enough.On the basis of finding problems, analyze the reasons, through the comparativeresearch and empirical approach,\"use other’s mountain\", by selectively and criticallyabsorbing, the author seeks solutions to cope with the problems, the effective method tostrengthen administrative efficiency supervision work in Chongqing, put forward thecorresponding countermeasures and Suggestions. General speaking, thecountermeasures are:1. change the concept of thinking, to improve the attitude;2.improve the systems and mechanisms, forming work together;3.building rules andregulations to speed up, implement laws;4.through the implementation of e-government,to carry out the democratic appraisal, deepen government affairs public, organization forinvestigations, improve the performance evaluation, strengthen special supervision, etc.To improve work method to ensure the work efficiency;5.strengthen the responsibility,improve the supervisory authority.Administrative efficiency supervision theory and practice of the research is aprocess of long, gradually deepening, as the national administrative system reformdeepening and the development process advancing, the author believes that the researchprospect infinite light.
