Post-legislative Evaluation Of The Regulations On The Construction Of Ecological Civilized Cities In Guiyang City

Material civilization,political civilization and spiritual civilization are the basic premise of ecological civilization,the harmonious coexistence of human and nature,and coordinated development is the code of ecological civilization.In order to achieve the sustainable development of economy,society and natural environment,healthy and orderly and sustainable development of ecological civilization should be established.In order to carry out the scientific concept of development,to implement the new requirements and new spirit of ecological civilization in the 18 th national congress of Guiyang,effectively sum up the experience of construction of ecological civilization city and the implementation experience of Guiyang regulation of ecological civilization construction 2009 to 2013,and refine the top-level design of ecological legislation.On February 4,2013,the third session of the ninth congress of Guiyang city people's congress deliberated and adopted the regulations of Guiyang city construction ecological civilization city(hereinafter referred to as the regulations,further improve the law system of ecological civilization construction in Guiyang city,guarantee and promote the construction of ecological civilization city in Guiyang city.After the implementation of the regulations for more than three years,the achievements of ecological civilization construction in Guiyang city,makes the legal system of ecological civilization construction in Guiyang,and promotes the rapid development of economic and social in Guiyang.I personally participated in the work of the standing Committee of the people's congress of Guiyang in 2016,in order to fully grasp the implementation of the three years,and fully understand the effect of building ecological civilization.I focus on the implementation of regulation system,ecological compensation mechanism and environmental public interest litigation.The first part is the author's introduction to this legislation post-evaluation scheme.First,the setting background and significance of the regulations;Secondly,the specific implementation plan of this assessment is elaborated from the reasons,objectives and evaluation methods.The second part is the specific analysis of the concept,implementation status and existing problems of the supporting system,ecological compensation mechanism,environmental public interest litigation in the theory and problem analysis.The issue of pain points in the implementation of the regulations.The third part is to the second part of the provisions of the regulation system,ecological compensation mechanism,environmental public interest litigation issues,put forward the feasibility proposal.
