In The Notice of the Ministry of Education on Strengthening the Young Pioneers Activities of Primary and Secondary Schools(Teach 2[2012]No.3),the young pioneers activities should be ensured by everywhere and everyschool,and it should be arranged 1 class a week from grade 1 in primary schools to grade 2 in secondary schools.National ShaoGongWei formulated the Young Yioneers Activity Guidelines,and on the basis of the file,they enacted the Young Pioneers Activity Curriculum Guidelines(Try Out)in September 2015.Under the guidance of the outline,the young pioneers activities underway across the country.Based on the Young Pioneers Activity Curriculum Guidelines(Try Out),Shaanxi Province compiled and published the Young Pioneers Activities in 2014.Comparing the Young Pioneers Activities of Primary and Secondary Schools and the Young Pioneers Activity Curriculum Guidelines(Try Out),the author found that,they are different,but the general content and requirements are the same.Rather than the former,the latter increases the spirit of the Speaking of Chairman Xi Jinping at the seventh national ShaoDaiHui.Therefore,based on the Young Pioneers Activity Curriculum Guidelines(Try Out),this paper studied the consistency among the Shaanxi Province Young Pioneers activity materials,classroom implementation and guidance.This paper mainly uses the methods of literature research,content analysis and case analysis to study the consistency between teaching materials and guidance,classroom implementation and teaching materials by means of consistency analysis mode and classroom observation table.First,the paper analyzed the Guidelines(Try Out)and the teaching materials,to explore the concepts and principles it should be followed in writing young pioneers activity textbooks;Then the author used the consistency model to analyze the consistency of the teaching materials and the Young Pioneers Activity Curriculum Guidelines(Try Out)through analyzing about the carrying ou on target,curriculum implementation and curriculum evaluation three parties in the teaching material;Again,selecting four typical cases of young pioneers activity in shaanxi province and the classroom observation table to explore the young pioneers activity at school and the consistency of the young pioneers activity materials in Shanxi Province;Finally,the degree of consistency between the teaching materials and the guiding principles,the degree of consistency between the classroom implementation and the teaching materials are analyzed,and the consistency between the three is summarized.Through the comparative study,the author found that:the consistency about the Young Pioneers of the activities of teaching materials in Shaanxi Province and guidance is basically the same,and the degree of consistency about the implementation of the classroom and the materials is not high,on the whole this three parts is basically the same in idea and content.But there are some problems such as lack of time,such as not play children's autonomy adequately,form is not enough diversity and single assessment way.The author put forward the proposals aiming at the teaching materials and classroom implementation for improvement finally in this study,in order to provide reference for the construction of the young pioneers activity.
