| Civil servant remuneration incentive mechanism is the core content of civil servant welfare guarantee mechanism,is an important link in civil servant management,is the most sensitive link in civil servant system,is also an unavoidable practical issue in the process of civil servant administration.As participants in the implementation of the current institutional reform work and the implementation of the provisions on civil service posts and ranks,the civil servants of the central authorities and their direct departments must pay close attention to the construction and implementation of the incentive mechanism of the civil service remuneration system.Therefore,in the process of deepening the civil service classification reform and implementing the parallel system of civil service posts and ranks,the civil service remuneration incentive mechanism has once again become a hot topic for extensive attention and in-depth study.In view of the problems existing in China’s current civil service pay system,the author,on the basis of studying the civil service pay incentive mechanism,applies the theoretical knowledge of public administration and pay management,and combines his own work experience,this paper conducts a questionnaire survey on the salary incentive of the civil servants of the M institution of F province,and obtains a large number of data related to the salary incentive of the civil servants of the M institution of F province through the questionnaire survey,using scientific and effective statistical methods,this paper analyzes the problems existing in the salary incentive mechanism of the civil servants in the M institution of f province,and then puts forward the reasons why there are problems in the salary incentive mechanism of the civil servants in the institutions directly under the central government.Then,drawing on the advanced practices of the Western developed countries’ civil servant’s salary incentive mechanism and the application of the corresponding public management theory,combined with the current situation of civil servant’s salary system in China,this paper puts forward a series of suggestions on the construction of civil servant’s salary incentive mechanism.In this paper,the research framework follows from theory to demonstration,from problem discovery to analysis,and then to problem solving.Based on the equity theory and the dual factor theory,this paper holds that the incentive mechanism for civil servants in the central direct agency has such problems as low pay level,unreasonable pay structure,unfair pay distribution,not obvious incentive effect and lack of dynamic fund transfer mechanism.It also points out that in the process of constructing the compensation incentive mechanism,one is to pay attention to the basic needs of civil servants for remuneration,and to build the foundation of the compensation incentive mechanism to meet the legitimate needs of civil servants;Second,we should pay attention to the key entry point of incentive factors.The key point is to explore the scientific nature and operability of the incentive mechanism from the perspective of incentive levels,rational design of the remuneration structure,fairness of the remuneration distribution system,extension of the promotion channel,and flexibility of the incentive model.Let civil servants produce strong service consciousness and positive incentive effect under the incentive mode. |
