To perfect the selection and appointment of the grassroots section-level leadingcadres, and to improve the performance evaluation system of the section-level leadingcadres, is the basic requirements of the scientific development concept in theTransformation Period of our country. The leaders of CPC and state attach greatimportance to the performance evaluation of cadres, the scientific and practicalperformance evaluation of cadres have an important role on conducting the performanceobjectives of section-level cadres, encouraging the performance development ofsection-level cadres, and maintaining the cadres’best working state.The framework and structure of our state’s cadres are pyramid-shaped, thehigher-level leading cadres tend to more focus decision-making, lower level cadres, themore focus to carry out specific tasks. In our country’s cadre system, the large number ofleading cadres is the section-level cadres, it’s the cornerstone of the pyramid, is the reserveforces of our cadres system, and is the "fresh troops "of our country’s cadres development.In the specific practice work, the section-level cadres is responsible for a "transit point"job. On the one hand,"the order was issued," is the ultimate practitioner to lastlyimplement policies to the grassroots; on the other hand,"reported lower levels", in theprocess of the policies’specific implementation, the section-level cadres are charged withorganizers work and leadership responsibility, meanwhile, should feedback the issues ofthe policy implementation process in time. It can be seen that, to effectively play the roleof section-level cadres have a direct impact on the normal operation of our policy impacton the development of our political and economic.Through the literature review we can found,at present, the study of the performanceevaluation for cadres more focus on the over county-level cadres, and have a lack of studyfor the section-level cadres, but the role of the section-level leading in our cadres system isunique, so the study of the performance evaluation for the section-level cadres isparticularly important. This paper begins with the definition of the basic concept, utilizethe performance management theory, human capital theory, the theory of management byobjectives, process reengineering theory etc., based on the development review of thesection-level cadres performance evaluation, based on the status and causes of theperformance evaluation, to explore the development direction and the way of thesection-level cadres’performance evaluation. Through the research of the evaluationsubject, the evaluation content, the evaluation procedures and methods, and the use ofevaluation results etc., we discovered the problems and deficiencies of the performance evaluation, and proposed some countermeasures and suggestions to perfect ourperformance evaluation of section-level cadres.
