With the development of society,politics and economy,the requirements for the quality and efficiency of government work are constantly improving,and the improvement of the quality and efficiency of government work largely depends on the quality and efficiency of civil servants' work.Non-leading officials account for the vast majority of the civil service,and play a vital role in the effectiveness of the whole civil service work.The validity of the evaluation of non-leading civil servants in tax authorities is of great significance to the improvement of the quality and efficiency of the work of tax authorities,the enhancement of execution and the improvement of social satisfaction.Based on the hierarchy of needs theory,goal setting theory and new public management theory,this paper studies the performance evaluation system of non-leading civil servants in tax authorities,with a view to putting forward more optimized solutions for its improvement.The main contents of the paper are as follows:The first part is the introduction,which introduces the background,significance,content and methods of the research,and combs and summarizes the current research situation in the related fields at home and abroad;the second part is the definition of the main concepts and theoretical basis,which defines and analyses the core concepts and related theories involved in this study,so as to provide the theoretical basis for the full text;the third part is the HG tax.This paper introduces the basic situation of performance appraisal of non-leading civil servants in HG Taxation Bureau,investigates the satisfaction degree of non-leading civil servants to the current performance appraisal,analyses the problems existing in the current performance appraisal,and analyses the reasons for the problems.The fourth part is the redesign of performance appraisal of non-leading civil servants in HG Taxation Bureau.To clarify the objectives and principles of the redesign,to construct a performance evaluation index system for non-leading civil servants,and to design specific assessment subjects,methods,communication feedback mechanism and application mechanism of assessment results;the fifth part is the implementation guarantee of performance evaluation for non-leading civil servants of HG Taxation Bureau,and to put forward safeguards for the redesigned performance evaluation mechanism for non-leading civil servants of HG Taxation Bureau.The last part is the conclusion and outlook,summarizing the full text,and discussing the research direction of the next part.
