For nearly 10 years, under the situation of internationalization and popularization of higher education, "assuring the quality of higher education" has become the best weapon that many countries (regions) promote the competitiveness of the higher education and meet the needs of internationalization and popularization. Every country and region has formulated policies to strengthen higher education quality assurance. And the higher education of Taiwan region in Asia and around the world with high reputation, its higher education quality assurance policies are also characteristic. Learning its advanced place for mainland China to establish a good higher education quality assurance mechanism has important reference meaning.Through literature method,text analysis method tabulating method and graphical method as the main research methods, using the system decision-making model, this study aims to explore the whole situation of higher education quality assurance policy in Taiwan. By summarizing the historical evolution of higher education quality assurance policy, analyzing the factor, document quantity, subject discourse, and individual case of higher education quality assurance policy, the following research conclusions are drawn:1. The historical evolution period of the policy can be divided into initial stage, growth stage, diverse stage and prosperous stage, and in each period the policy concerns are different. Overall, its historical evolution presents the trend of gradual change, and the policy development becomes more and more perfect.2. According to the policy planning and operation mode of education development, we can find that the administration system, policy, policy object, policy environment and policy subject have the mutual influence relationship.3. Via analyzing policy number from 1949 to 2014, we find that 1994 years ago policy number are without too much change, but they changes fluctuation since 1994, and every 8, 9 years reached a peak. Overall, they grow well, heralding that Taiwan authorities is concerned about the quality of higher education and the demand to it is higher and higher.4. By studying the number of the issued policy and the correct policy, we find that with the time passes, both are growing, but Taiwan authorities mainly issues new policy, and then modify existing policies.5. According to the policy title and content of 1949-2014 quality assurance policy, we can get seven policy themes: "teacher team construction and management", "curriculum and teaching management", "degree certification and education recognizing ", "enrollment and student management", "education supervision and evaluation", "construction and development of colleges and universities", which "the construction and development of colleges and universities", "teacher team construction and management", "enrollment and student management” are respectively the largest number of the seven policy themes.6. Will the policy subjects of this study compared with literature research topics, the overlapping parts of two main themes are the university development, evaluation, teachers, degree certificate, teaching excellence, and policy subjects and research topics have different hot spot and focus of different. Policy topics tend to be "the construction and development of colleges and universities", and research topics are as evaluation for the university as the hot spot.7. By putting the seven policy subjects into historical evolution period to research and analysis, we can find that the number of seven policy themes is almost increased period by period, and the flourishing stage have their emphasis, which the reason is nothing more than to meet the needs of the development of knowledge economy, to adapt to international competition of higher education, to alleviate education issues in Taiwan.8. According to discourse analysis of the seven policy subjects, we summarized the policy discourse characteristics: the government-led; the "university act" as the law basis; assuring the quality of higher education as the policy total goal; Policy topic content detailed.Finally, we forecast the future trend of Taiwan’s higher education quality assurance policy, and provide reference ideas for mainland to establish higher education quality assurance system.
