In the late 1980 s and early 1990 s,the rapid economic development and rapid social progress created greater demand for higher education.The total number of institutions of higher education in Taiwan increased rapidly.With the expansion of the scale of higher education,more high-level teachers are needed.Therefore,the talent level of higher education in Taiwan has been moving up,and graduate education has entered a prosperous period.After more than 40 years of development,the scale of doctoral education in Taiwan has been continuously expanded.At the same time,the quality assurance of doctoral education in Taiwan has also gradually emerged.Taiwan began to pay attention to the quality assurance of higher education since the 1970 s.As the highest level of higher education,the quality assurance of doctoral education is not only related to its own quality,but also related to the level of higher education teachers.Therefore,the quality assurance system for doctoral students in Taiwan has been highly valued.In order to be more focused,this study selected Taiwan's doctoral education as the main body to explore the quality assurance system of Taiwan's doctoral education.Based on the theory of higher education quality assurance system and total quality assurance,this study mainly uses literature analysis method and interview method to study educational quality insurance system of doctoral education in Taiwan.Firstly,the development history of doctoral students in Taiwan is analyzed,and then the status quo of doctoral education in Taiwan,including degree type and professional setting,training institutions,training scale,and student source structure,is elaborated.Then,from the macro perspective of higher education quality assurance,the quality assurance system of education doctoral education in Taiwan is divided into external quality assurance system and internal quality assurance system.The external quality assurance system is dominated by the government and the society,and implements macro control and active attention.The internal quality assurance system consists of the input quality assurance system,the quality control system of the training link,and the quality assessment system of the output link of the doctoral education.Students of the university departments/institutes,forming their ownunique educational quality standards and safeguards.Finally,combined with the interview content,the author concluded and inferred the characteristics of the education quality assurance system for doctoral education in Taiwan: the government's policies and regulations are perfect and keep pace with The Times,the content and process of the quality assurance system are open and transparent,the internal and external quality assurance system is detailed and inter working,and the university's internal quality assurance system has autonomy.At the same time,there are some problems in the education quality assurance system for doctoral education in Taiwan: the "top-down" evaluation system affects the independent consciousness of universities;there is no special evaluation system for doctoral education quality assurance;and the internal quality assurance system of universities is relaxed.Based on these problems,this paper puts forward specific Suggestions for improvement: the government formulates and improves the positive policy guidance quality assurance system,improves the social evaluation institutions' quality assurance system for the doctoral education of pedagogy,strengthens the awareness of the internal quality assurance system for the doctoral education of pedagogy,and pays attention to the coordination between the internal and external quality assurance system as a whole and personality.
