Special education as an important part of national education career, its development is closely related to whether safeguard the right of citizens to receive education and realize the education fair. Since the reform and opening, our country the development of special education ushered in the spring. Especially in recent years, with the psychiatry combination, classification, followed in the education, and teaching methods such as door of produce, promote and deepen, nine years of compulsory education coverage rate increased year by year, the special education school students than before had the very big change. In addition to classification such as deaf school, blind school of special-education schools, the students in the rest of the special-education schools as a whole is relatively complex. According to my research results show that the comprehensive education in special education schools, there are four students:hearing impairment in children, the children of mental retardation, learning problems in children and visually impaired children. This kind of special education school student enrollment each are not identical, mostly for 2-4 kinds of students. Due to the particularity of the students and regional inconsistencies of students, causing students individual differences between larger.In the teaching, uniformity of curriculum and the old teaching materials is more and more cannot satisfy the development of special education school and students' needs. Development of school-based curriculum to fit the development of special education schools and students and teaching material is imminent. In addition, due to the incomplete national higher special education schools, the students lack of limited conditions and family development level, the number of special children after nine years of compulsory education tend to choose to participate in skills training or after enter vocational school, in order to get the self-reliance and the ability to enter society. Under this development demand, the development conform to such students for the long-term development course is become necessary.From the overall situation, the paper discusses the development of special education school-based curriculum at home and abroad and the present situation of the domestic art school-based curriculum development, special education school in C (C school is xi 'an recruit a hearing impairment of children with mental retardation children boarding nine-year compulsory education schools) of the fine arts education present situation as the starting point, combining with the characteristics of running school, students' actual situation and the development needs, and based on the experience of the development of other similar school curriculum, the specific study art school-based curriculum development and practice of the school. Mainly consists of four chapters: the first chapter is introduction, mainly introduces selected topic reason, the research background, research purpose, research significance and the value, feasibility and innovation point, research objects and research methods, research status. The second chapter for xi'an C special education school fine arts education present situation analysis, including the school fine arts discipline status, art school-based curriculum present situation and the analysis of the demand for fine arts students. Example analysis and C of school-based curriculum in the third chapter is art school curriculum practice, from both inside and outside two aspects discusses the development direction of the school art school-based curriculum.
