The level of development of special education,the right to receive education and the completion of teaching and fairness,therefore,special education is an essential part of national education.After the new century,the importance of preschool education and special education became the subject of the 17th National Congress of the Communist Party of China,and at the same time,the 18th Congress of the Party attached importance to special education and adopted the policy of "letting a hundred flowers blossom and a hundred schools of thought contend".In recent years,there has been a great change in the origin of special education,such as medical and educational association,classified teaching,classification,and home-schooling.Apart from specialized schools for special children,students in general schools are divided into hearing-impaired,intellectual,learning-impaired,and vision-impaired studentsAs regards teaching,the old-fashioned curriculum and the old textbooks are no longer sufficient to meet the development of special education and the needs of students.Therefore,according to the special education and the needs of the students,it is very important to develop the relevant curriculum and teaching plan.This paper takes the Hefei Special Education Center for children with hearing impairment and vision impairment as the research obj ect,takes music education as the starting point,combines the characteristics of the school,the actual condition of the students and the actual situation of the students' growth,and makes a reference to the curriculum of the other types of schools,so as to explore the development and practice of the music curriculum of the school.This study will be divided into four chapters to investigate related issues.In the introductory section of the first chapter,the reasons for the selection,the research background,the feasibility and innovation In the second chapter,the development of school-based curriculum of Hefei Special Education Center is analyzed.In the third chapter,a survey was conducted on special students,and the development direction of the music curriculum was investigated from the following two aspects.One is the surface and the other is the inner.Finally,according to the results of the survey,the paper analyzes the strengths and weaknesses of the school-based curriculum at Hefei Special Education Center,and puts forward the solutions of the school-based curriculum.
