The rational allocation and use of funds for education has been the focus of financial research education, the rational allocation of funds for education is directly related to the development of education fairness. If we do not focus on rational allocation of education funding, or improving efficiency in the use of funding for education, then this will definitely lead to a waste of education funds. Throughout the previous studies, scholars tend to pay attention to the funds of compulsory education and use of research funding in higher education, but it has neglected the study of general secondary education funding. Therefore, we decide to do a research on the efficiency of general secondary education funding.Based on "2005--2012 of China Educational Finance Statistical Yearbook" and "2004--2011 Educational Statistics Yearbook of China" and the National Bureau of Statistics and the Ministry of Education's official website, using data envelopment analysis, DEA-Malmquist index method, factor analysis and cluster analysis,we study the allocation efficiency of China's 31 provinces in general secondary education funding from quantitative and qualitative angle.Finally, based on panel data,we use Tobit regression model to explore the influencing factors of education funding allocation efficiency of general secondary school.From a regional perspective,the study found that midwest general secondary education funding allocation efficiency is higher than the east, the eastern region efficiency is low,because there is a big investment of its funds on redundancy, especially in personnel expenses and public funds, the biggest problem of its output is lack of students. On the whole, the general secondary education funding has basically reached to a saturation stage, and the government should not continue to increase investment,it should be reduced.From the results of Malmquist index method, low technological progress has caused a lower index of total factor productivity.Thus,general secondary school should actively carry out technological innovation, reflected in the field of education, school should try to upgrade school facilities, and the spread of information technology,and improve teachers' quality, etc.To improve the school's overall resource allocation capabilities, thereby it can enhance the whole factor productivity.In the results of factors which affect general secondary education funding allocation efficiency, the per capita GDP has significantly improved the allocation efficiency. Evidences show that the economy is more developed, the higher capacity of governance will be, thereby it is useful to improve efficiency.The population density, financial self-sufficiency and per capita public expenditure on education significantly have reduced general secondary school education funding allocation efficiency. The population density reduces the allocative efficiency, reflecting the current configuration of general secondary school education funding does not exist economies of scale. The results of self-financing rate and per capita public expenditure on education reflect this view,that is if the management of government financial funds is loose,local government may not take funds to enhance the salary or benefits of teachers, or purchase teaching facilities, but it may exist overstaffing problems.
