Talent resources come in the first in social and economic development.Faced with the complex and changeable international competition environment,each country is making every endeavor to race to control talent resources around the world.The one who have more high-level talents of various professional disciplines will be ahead of the game.Now our country is in a critical period of economic structure transformation.On one hand,we are badly in need of talents,especially high-level talents,on the other,influenced by the talents competition in the international environment,the government pays particular attention to the introduction of high-level talents by making relevant policies to support.Under new circumstances,the introduction of high-level talents is an effective way to accelerate economic system reform and maintain stable economic development.Starting with the definition of high-level talents and based on relevant theories of human resources management and public administration in combination with the specific job of high-level talents introduction in the environmental science research department of Beijing city,this paper makes a study on high-level talents introduction of China in five aspects.First,the new circumstances,including the new situation of high-level talents introduction,comparison of old and new circumstances and the advantage of the new circumstance on the introduction of high-level talents are analyzed;second,this paper discusses further the necessity and feasibility of introducing high-level talents in today's social environment of China,mainly from angles of international environment,domestic economic situation,government departments,demands of environmental science research departments and demands of high-level talents;it analyzes again the current situation of China's high-level talents introduction from the two aspects of government's policy support and department development;then it analyzes the problem in high-level talents introduction from five aspects:negative influence of blind introduction,emphasizing introduction while ignoring training,conflicts between introduced and original talents,the popular phenomenon of talents hunting among departments and the lack of examination and evaluation system for high-level talents;at last,based on the problem in the five aspects above,this paper proposes to bring forward effective measures to improve high-level talents introduction in China:employers shall make practical plans and strengthen environment construction and follow-up evaluation for high-level talents introduction.Sticking to a scientific attitude and linking theory with practice in research,this paper makes coherent,in-depth and all-round research into China's high-level talents introduction under new circumstances.The paper is written in the hope that the research content in it can provide basis and contribute value to our future team construction of high-level talents and rapid development of economy,scientific research and other causes.
