History has stepped into the twenty-first century, economic globalization has become oneof the important characteristics of today’s world economic development. The internationalmobility and competition of human resources have become an inevitable trend of economicglobalization, and played an extremely important role during the process of economicglobalization in the world. In order to grasp greater room for development and competitiveadvantage during the process of economic globalization, many countries are activelyparticipating in the trend of talent competition. Especially, the introduction of overseashigh-level talents, has become the most important part of the international competition fortalents.Changzhou is a well-developed city, which lies in the south of Jiangsu. Its traditionalindustry is manufacturing industry, which is defined as an out-dated industry. But facing up tothe difficulties of resource constraints, rising costs etc, the road of relying on the developmentof resource consumption has been difficulty to adapt to the requirements of currentdevelopment. Therefore, to actively develop the high-tech industries and emerging industrieshave become the inherent requirements of both optimization, upgrading of industrial structureand promoting the sustainable development of local economy. To introduce high-level talentsand leading the promotion and development of industrial structure has become an inevitableway of urban economic restructuring and development. Since2003, Changzhou hasimplemented a series of policies and initiatives to introduce overseas high-level talents andlaid a solid base for the sustainable development of economy and society.Firstly, this paper learns from the previous studies, clarifies and defines the relevantconcepts of overseas high-level talents, and discusses the theoretical basis of the introductionof overseas high-level talents; Secondly, it analyzes the status quo of the introduction ofoverseas high-level talents of Changzhou, summarizes the progress and experience, finds outand makes an in-depth analysis to these problems. Finally, combining with the specific situation of Changzhou, the paper puts forward relevant countermeasures to promote theintroduction of overseas high-level talents of Changzhou.
