In recent years, with the rapid development of information age, education informatization is also constantly promote and improve, the education informatization level of primary and secondary school also improved rapidly. More and more people realized that the information technology play an important role in reformming and developping education, and primary and secondary school is also becoming pay more and more attention on it. There are more and more schools started to explore with the practice of informatization construction in Shaanxi province. Due to lack of effective evaluation criteria or the evaluation index system, Shaanxi province education informatization also exists many problems and has not reached the ideal state. Therefore, structures the evaluating indicator system of education information in primary and second school of Shaanxi province, which is practical and in accordance with the real situation of Shaanxi. Using this evaluating indicator system,so as to encourage and guide education informatization of primary and secondary schools in Shaanxi province.The evaluating indicator system of education informatization in Shaanxi Province primary and secondary schools by combining the assessment of education informatization in advanced schools of Shaanxi Province and referring to the assessment of education informatization in other areas in China at the same time. Delphi method, analytic hierarchy process method and expert ranking method is used in this study process.This study can be divided into two steps. The first step is to construct the evaluating indicator system of educational informatization in primary and secondary schools in Shaanxi province. On the basis of understanding the status of Shaanxi province education informatization, through analysis of domestic and foreign education informatization evaluating indicator system, roughly establish organization management, information environment, information resources construction, information technology the application of information technology personnel and five evaluation dimensions, and refinement of the second and three level indicators, including a total of 20 levels two indexes and 54 levels three indexes; then by Delphi method consulting experts, to further improve the objectivity and scientificity of evaluating indicator, finally established the evaluating indicator system of education informatization in primary and secondary schools in Shaanxi province. The evaluating indicator system of primary and secondary schools in Shaanxi province determined mainly includes:organization management information infrastructure,information resources construction information technology In application, the five dimensions of information technology personnel.The second step is the use of analytic hierarchy process (AHP) and grip sorting method to determine primary and secondary schools in Shaanxi Province education informatization evaluation index weights. Questionnaire for Shaanxi Province primary and secondary education informatization evaluation index weight is worked out, by way of paper questionnaire and e-mail of education informatization related expert questionnaire. According to the results of expert questionnaire established the weight of evaluation index, and using expert scoring method to determine the weights of the second and third level indicators, and ultimately determine the evaluating indicator system of education informatization in primary and secondary schools in Shaanxi Province.This thesis includes six chapters:In this paper, the first chapter is introduce the research background, purpose and significance of the paper, and put forward the idea and method of this study.The second chapter related theory and research review, this paper expounds the research involves the related concept, including the education informationization, the evaluation index system and system evaluation theory; Second to summarized the research status at home and abroad, analyses the deficiency in the study of the relevant education informatization evaluation.The third chapter in Shaanxi province primary and secondary school education informationization present situation analysis, questionnaire, investigation, the present situation and problems of primary and secondary school education informatization in Shaanxi province and statistical analysis, summed up the bottleneck in the development of primary and secondary school education informatization in our province.The fourth chapter of education informatization evaluation index of primary and secondary schools in Shaanxi Province, the existing domestic education informatization evaluation index system of primary dimension, this paper compares and analyzes present situation of shaanxi province, preliminary build shaanxi province primary and secondary school education informatization evaluation index framework, after two rounds of expert consultation to modify the evaluation index, finalized in shaanxi province primary and secondary school education informatization evaluation index framework, and described the three indexes.The fifth chapter in Shaanxi province to determine the weighing values of education informatization evaluation index system of primary and secondary schools, using the method of analytic hierarchy process (ahp) and with the aid of software Yaahp.Chapter six conclusion, the summary of this studies, the further research, and find out the deficiency of this study.
