Local college is a team of the rapid growth of higher education in our country; it has become the main undertaker of mass higher education. However, the contradiction between the diversified demands of economic development and the single mode of running a school, the mode of traditional higher education path dependence makes local college's development in exhausted environment. The ultimate goal of transformation and development is to cultivate high quality and high quality applied talents for social development. While the course is the basic link of personnel training, the training of applied talents depends on the establishment of the applied curriculum system, so the research of applied curriculum reform under the background of local college's transition has certain practical significance.This paper tries to from curriculum system elements, include curriculum design, curriculum objectives, content and structure, curriculum implementation and curriculum evaluation, integrated using literature method, comparative method and case method to explore practical curriculum system of domestic and foreign, tries to provide reasonable suggestions and countermeasures for local college's applied curriculum reform under the background of the transition. The basic framework of this paper is as follows.Chapter one is introduction. In this part, the author introduces the research background of this paper, defines core concepts of research, reviews and summarizes the exiting related research materials and literature to clear research program.Chapter two introduces the local college's transition and development. This part reveals the plight of the transformation and development of local colleges, expounds the external and internal dynamic mechanism of the transformation and development of local colleges, points out the direction to applied undergraduate education f or the local colleges' the transformation and development.Chapter three is the research of local colleges' applied curriculum system. Three colleges named L, G and C located in Shanxi province are selected to analyze its talent training program of civil engineering, including curriculum goal, content and structure. What is more, combining curriculum implementation and evaluation, this paper studies the applied curriculum system of local colleges in China, and indicates that the design ability of application curriculum needs to be improved, the target of the applied curriculum does not reflect the characteristics of the professional education, the various links cannot effectively coordinate during implementation process of the application curriculum, and the evaluation method of the application curriculum is single and not targeted, which provides realistic basis for the application curriculum.Chapter four refers the typical case of applied curriculum system in foreign countries. This part selected Mechanical Engineering of Fachhochschule Nuernberg in Germany and Mechanical Engineering Technology of Purdue University in America as object for in-depth analysis, to provide valuable experience and inspiration for the current applied curriculum reform in our country.The last chapter probes into reform countermeasures for the application curriculum of local colleges in China. Based on the study of German and American applied curriculum, this paper puts forward some ideas for curriculum system reform with the "applied ability" as the center, they are resetting the curriculum goal, adjusting the curriculum content, optimizing the curriculum structure, pay attention to the curriculum implementation, and the curriculum evaluation.
