Research On The Effectiveness Of The Development Of Local Colleges And Universities

Everything needs to be planned in advance. The formulation of university development planning for universities is related to the future of the college. Local colleges and universities are generally under the jurisdiction of provincial general undergraduate institutions. In recent years, these colleges undertake expand enrollment as a main task. They are the principal part of higher education institutions. Because of the great significance in the new environment, it is necessary to pay great attention to the development of the formulation and its implementation. Currently, every five years to develop a strategic planning has become a routine work of the various colleges and universities, part of the schools achieved good results through the planning, but the others not. By combing the basic meaning of the local strategic development planning of the colleges, we selected a representative of all the local colleges and universities with its " the 12th five-year-plan, studied from the feature availability, procedure efficiency and effectiveness of the results by the three-dimensional analysis, and made a summary of the factors which was influenced the effectiveness by the strategic development plan of the local university and give reasonable suggestions. We hope the study can provide some reference for future strategic planning of local colleges and universities.The main research methods of the study are the case study method and literature. First, gather relevant literature, to further clarify the basic meaning of university strategic development planning, the theoretical foundation for the case study provides a theoretical basis for the analysis about the influencing factors. Second, the selected local colleges X for case analysis, through in-depth observation of the internal schools and on-site collection of materials, we recorded the school situation. By giving the questionnaires, X College Development and implementation of strategic planning to school administrators, we understood X Academy the 12th five-year-plan's basic situation of implementation and formulation, and obtained objective data. By the way of interviewing the leaders who formulate school development planning, researcher obtained detailed information, in-depth analyzed the factors which influence the effectiveness, and made reasonable suggestions.The thesis is divided into four parts. The first part is introduction. The section generally describes the background of the issues, the significance of the topic, focus on combing the domestic university strategic planning theory case studies, research ideas and research methods in this study. The second part is including the second chapter, the main idea of it is to explore the basic essence of local colleges about development of strategic planning. First, the researcher defined "local universities", "development strategy planning", "effectiveness" and other terminologies to make the meaning of strategic development planning and basic principles clear. Then the researcher clarified the components and decision-making processes further of strategic planning of local colleges and universities to establish complete and clear understanding of the plan and construct of the framework of the article analyzes. These are basis to Theory of Local Colleges Development Strategy Planning effectiveness analysis. The third part is the core of the paper, including the third and fourth chapter content. The third chapter through various ways, such as direct observation, questionnaires and interviews, investigate the actual situation of the X-college "Twelfth Five-Year Plan". This part analyzed the findings from the feature availability, process efficiency and effectiveness of the results, to explore the effectiveness of planning. The fourth chapter drawn six factors, based on summary and reflection of the effectiveness by X Institute "Twelfth Five Year Plan". The last part of content is chapter ?, This part proposed appropriate countermeasures and suggestions for the developing strategic planning to local colleges.The effectiveness of Elements included the specific circumstances of the guiding ideology, the main planning, targeting, and structure of the content. The effectiveness of the process contained the preparation process, implementation and adjustment feedback. Effectiveness of the results was considered by the extent of achievement. The study found that college X "Twelfth Five Year Plan" was overall effective, that means school did not appear deviation in the direction of development, but not fully implemented in the specific objectives. By summarizing and reflecting on the college X "Twelfth Five Year Plan" development and implementation, we reached influence six factors, namely, the accuracy of positioning, the structure is reasonable, scientific content, procedural transparency, operational implementation, the effectiveness of management. We hope that the leaders of local universities would take the initiative to reflect the work of planning problems and deficiencies. Planning can be improved in the new round of reform for higher education.
