In 2001 China's ministry of education promulgated the basic education curriculum reform outline (try out), advocate inquiry-based learning. The Compulsory education biology curriculum standard, that revised in 2011, still put "advocate inquiry learning" as one of the basic concepts of junior high school biology curriculum. But more than ten years since the curriculum reform, the exploring activities in Curriculum standard, were not all implemented. The reason is partly caused many biology teachers took textbook as the only curriculum resources, they lack of correct understanding to the curriculum resources. Based on this problem, in order to improve the quality of junior middle school biology inquiry activity teaching, I studied the way of developing junior middle school biology inquiry activity curriculum resources, in Dezhou city in Shandong province.Regarding the issues above, the study adopted literature research, investigation research method, content analysis, operation method and other research methods. I respectively from the theory and practice research to this topic. For the reference searching in CNKI, I searched about 80 papers of this study. I have summarized the studied of inquiry learning and curriculum resources to providing theoretical basis for this study.In order to know whether the teachers recognize or use the resources of inquiry activity, I surveyed 115 teachers of ? junior high schools in Dezhou. The results are unsatisfactory. Teachers cannot make the progress of biology inquiry activities smooth, because they cannot make full use of curriculum resources.Based on the investigation, this work is mainly to comb and classify inquiry Activities as follows:experimental inquiry activities, experiential activities, and investigating activities. I selected a case of each type of inquiry activities to summary inquiry development methods of activities resources.1. The developing methods of experimental activities resources show as follows:(1)According to the subjects and the teaching goals, we should select the experimental materials according to local conditions(2) Teachers should guide students to collect and prepare experimental materials by themselves, in order to lay the foundation for the initiative to ask questions and make assumptions for the students lay the foundation for asking questions and making assumptions.(3) Teachers should formulate detailed acquisition plans, in order to giving full play to the potential educational value of curriculum resources.2. The developing methods of experiential activities resources show as follows:(1) At the early stages of the activity, we should guide students to collect the information of local curriculum resources that related to inquiry activity, so as to do a fair amount of preparation for inquisition.(2) Teachers had better to closely contact student's own living environment and life experience.(3) On the basis of materiality resources, we'd better expanding the non-material-ity curriculum resources.3. The developing methods of investigating activities resources show as follows:(1) When choosing a research target, it's better to take local conditions into consid-eration.(2) When formulating practical survey plan, teachers should make full use of curriculum resources based on the characteristics of the inquiry activity theme and subjects.(3) Teachers should guide students to analyze the data and the results of the investigation and come up with strategies to solve the problems, combined with local situation.In order to confirm effectiveness of the above methods, we studied three types of inquiry activities at Tongji Junior high school in Dezhou. The results showed that the above methods are helpful to promote the activities goals and improve students' core literacy of biology.therefore, it is necessary to develop curriculum resources to ensure the smooth progress of inquiry activities. Only setting up correct concept of curriculum resources, teachers can improve the teaching quality of inquiry activities and students' core literacy of biology.
