As an important matter of teachers' professional development, the developing of innovative teaching capability is not only the inevitable requirement of talent cultivation, but also the the value orientation of the current teacher education. The focus of the paper is the criteria to evaluate teachers' innovative teaching capacity. Teachers' innovation teaching capacity is the ability to carry out teaching activities novelty, uniquely and suitably based on creative thinking and ideas. Firstly, the connotation and structure of innovative teaching capability is analyzed via literature analysis followed by interview survey, in order to construct the preliminary indicator system, then Delphi method was adopted to revise the index system by two rounds of expert consultation, thereby, the final evaluation system of teachers' innovative teaching capacity was established. In the evaluation system, teachers' innovative teaching capacity can be measured by teachers' teachers' thinking and ideas, resources exploitation and situation creation, target and content setting, process and methods selection, reflection and evaluation as well as learning guidance with the characteristics of novelty, flexibility and suitability. Afterwards, the evaluation questionnaire of teachers' innovative teaching capacity is designed based on the evaluation system. After examining the reliability and validity of the questionnaire, the development status of in-service teachers' innovative teaching capacity is evaluated, meanwhile, the application of index system is examined and suggestions is put forward for the development of teachers' innovative teaching capacity.Six parts constituts the paper:The first part is the introduction. This part analyzes the reason and significance of the research, as well as related research of innovative teaching capability at home and abroad.The second part is the general design of this study. The core concepts of the paper is defined, and then the research methods and route is illustrated.The third part is the primary construction of evaluation index system. The connotation and structure of innovative teaching capability is analyzed via literature analysis followed by interview survey to construct the preliminary indicator system.The fourth part is the revision of the index system and the design of evaluation questionnaire. Delphi method is adopted to revise the index system by two rounds of expert consultation, after which the evaluation system of teachers' innovative teaching capacity was established, and then the evaluation questionnaire is designed and the reliability and validity of the questionnaire is examined.The fifth part is the application of the evaluation of valuation system of teachers' innovative teaching capacity. The development status of innovative teaching capacity of 5 in-service middle school teachers' in city Yun-cheng is evaluated to get the level of teachers' innovative teaching capacity, and to explore the influence of gender, school age and discipline on it.The final part is the discussion and suggestion. The fist part of discussion is to analyze the evaluation system and the second is to explore problems of teachers' innovative teaching capacity. Suggestions is put forward for the development of teachers' innovative teaching capacity.
