Due to various reasons,The educational records of Changsha have been compiled till year of 1988,the compiling of data on Changsha's vocational education has been left undone for nearly 3 decades.(having been)engaged in the management of Changsha' VE,I,have had a multitude of first-hand data,with witnessing the vigorous developmental process of Changsha' VE Grasping Opportunities From the state.Changsha' VE,making good achievements as well as satisfying regionally economic development,has become a typical example of all territorial VE's in china.For the reason,Changsha' s VE since that policy taken as object of study,its developmental law's of all different historical phases will be analyzed,and its VE's experience will be made summary of,in aims of providing references for propelling Changsha' s and Changsha-like VE's reforming and development.The methods of literature,interview and case study be taken.The hole research could be divided into three parts:First part,according to hangsha's VE developmental traits,divided into such four stages as "Restoring Reorganization","Scale development","Accelerating development"and "Scientific development",systematically discusses,of Changsha' s VE reforming and development,of all stages the driving forces and historical backgrounds,as well as accounts its generality;Second part briefly summarizes the main contents and characteristics of Changsha' s VE development;Third part sums up and reflects on its experience,problems and main shortages,with analyzing challenges facing Changsha's VE as well as looking out into Chinese VE's prospects in the context of VE's reforms and development home and abroad.The innovative points lie in three aspects,namely,new phase division on Changsha's VE development has been made combined with state-level VE's developmental phase;On this basis,such experience as actively expanding scales,rigidly standardizing management,reinforcing quality control and improving school-running images,has been summarized;Regional VE's developmental laws have been analyzed,combing theory and practice.
