With the development of economy in Liaoning,Huludao has made great progress in education,but there is still a certain gap between the developed area and the developed area.In recent years,Huludao city of Liaoning in the construction of education infrastructure,deepen the education reform,the implementation of quality education and adjustment of education structure,integration of educational resources.have carried out active exploration and practice of compulsory education,showing a good momentum of vigorous development.But because of the education historical debts,the rural population than the major,with the rural education resources serious shortage and other factors,there is a big gap between the requirements and the development of education and the balanced education demands of citizens.This article through the investigation and analysis on the development status and related problems of rural junior middle school teachers in Huludao,and on the basis of existing research results,to further clarify the connotation and significance of the development of rural junior middle school teachers,to explore factors that influence development and the existing problems of rural junior middle school teachers in Huludao,and put forward the suggestions and Countermeasures of rural junior high school teachers of local development district,in order to ensure the fairness of education,promote the coordinated development of various schools.In addition,Huludao is an economically underdeveloped small city,according to the results of the investigation and reflect the problems,the author put forward some countermeasures to promote the development of rural junior middle school teachers in Liaoning city of Huludao.The author tries to provide examples of regional unbalanced education for educators,to summarize some global policy and the system of regional education the unbalanced development,the paper puts forward the Countermeasures for the development of other similar imbalance in the region to learn from.Through the investigation on the county countryside,inter school expenditure on education,school conditions,resource allocation,teacher education and teacher title structure differences analysis of the main problems facing the present situation of junior middle school teachers in rural areas of Huludao city development are:teacher resources are unreasonable,unbalanced age structure problems,imbalance of educational structure the imbalance of the title structure problems,discipline structure,imbalance of imbalance of knowledge structure of teachers training.The main reasons for the imbalance are:the main reasons for the imbalance in the age structure of rural junior high school teachers,the fundamental reasons for the structural imbalance of rural junior high school teachers and the actual reasons for the lack of teacher training.According to the present situation of the development of compulsory education in the region is not balanced,put forward seven countermeasures:the first is to improve the social status of teachers in rural junior middle school,the second is to improve the economic status of rural junior high school teachers,third is to enhance the quality of rural junior middle school teachers,the fourth is to develop the rural junior middle school teachers' professional development plan,the fifth is deeply involved in establishing innovation mechanism of higher school the development of rural junior middle school teachers,sixth are earnestly the construction of rural junior middle school teachers,the seventh is to promote the balanced development of urban and rural compulsory education.
