Under the pattern of urban-rural dualistic economic structure,rural surplus labor force block into big cities.Due to the obstacle of China’s household registration system,a new duralistic structure comes into being which consists of one unit in the rural area centralized by migrant workers and their children and the other unit in the urban area centralized by residents with household registration in the city.Under this circumstance,with an increasing numbers of them in cities,migrant workers are making contribution to the construction of the flow-in cities meanwhile they aren’t entitled ti receive the same service which brings a series of social problems such as working,living,health,social security,public security,sanitation and their children’s compulsory education.Among these problems,the compulsory education of the migrant workers’ children has been the hottest topic in the urbanization in recent years among which educational inequity including inequity of education opportunity,education process and inequity result is the most prominent one.This paper takes Shanghai,one of the biggest cities in China which has the largest population,for example to look into the compulsory education issue of migrant workers’ children in Minhang District.On the basis of previous related research of domestic and foreign experts,this paper takes field investigation on three compulsory schools in Minhang District analyses the present educational situation of the migrant workers’ children school with the public compulsory school and finally draws a conclusion from four aspects of the school,the family,the government and the social integration.This paper probes not only the gaming relationship multi-level governments,local governments at the same level and different government departments as well as the gaming relationship between the government and the multi-interest groups as the policy targets but also the gaming process and the gaming characteristics and then tries to put forward to some corresponding ways of optimization of interest or suggestions on policy:Build up a reasonable decentralization system between central and local governments and fix it down in the form of laws;Reform the household registration system and wipe off the function of walfare and resources distribution added to it;Increase the compulsory investment from central government;Continue to carry out and further perfect the system of tax distribution and the financial transfer payment system and in order to make areasonable income and outcome budget plan for central and local governments,central government should set up a special fund used to ensure general transfer payments to flow-in governments;Long-term communication consultation mechanism should be set up between local governments at the same level,which breaks the deadline of searching for their own interest or benefiting oneself at others’ expense;Focus on the overall situation of regional common development and exchange each other’s needed goods and information in order to make a development plan and carry-out mechanism that bring bilateral or multilateral interest;Make every effort to carry forward a new compulsory education school-runnig pattern which is run by civilians,subsidized by governments and aided by Non-government Organizations in multi-perspective and attempt to run vocational education well and lift the ban to senior high school education in order to solve the post-junior-school education problems and to provide the children of migrant workers with diversified rising channel in education;Actively encourage social organizations to offer educational and social service to migrant workers’ children by taking advantage of the Third Department and enhance the cultural construction of the Young Pioneers and the Communist Youth League so as to care for and accept more migrant workers’ children;Take social communities as a platform to promote the social integration of the rural migrant workers’ children.
