In recent years, because the existing system is not reasonable, the structure of rural teachers in our country exists in the embarrassing situation: total overstaffed and some vacancies. On the one hand, rural teachers structural vacancies, a serious shortage of teachers cannot meet the school's actual teaching needs and part of the subject are lack of teachers; On the other hand, there are a large number of incompetent teachers, resulting in new and excellent teachers are difficult to enter the rural teachers. The existing exit mechanism is not perfect, leading to the rural teachers who should enter the teachers team cannot enter, and those incompetent teachers are not willing to come out, seriously affect the healthy development of rural teachers. The construction of the rural primary and secondary school teachers' withdrawal mechanism has become the key to solve the problem of the construction of the rural teachers' team.The United States is the most developed country in economy, which also leads the education in the world. The quit mechanism of incompetent teachers in American is based on the law. They have accumulated rich experience in using legitimate reasons and due process to exit incompetent teachers, balancing the interests between the teachers and school effectively, building a set of quit mechanism of incompetent teachers. In contrast, in our country, there aren't any clear stipulations in the evaluation and procedures of incompetent teachers. There are dual risks and problems in our incompetent teachers'quit mechanism: teachers'difficult quit and inappropriate exit. There are a lot of incompetent teachers, they not only put off the reform of personnel management system of teachers, also affect the quality of school education,In the third part, the author analysis our country rural incompetent teachers exit mechanism from the dismissed teachers proportion, reasons for dismissal, dismissal procedures, dismissed power and the security after exit, with American rural primary and secondary school teachers exit mechanism's experience and problems, make suggests for our country's rural incompetent teachers exit mechanism from legal reason, scientific assessment, standardized procedures, security four aspects.
