The teacher exchange policy is an important strategy which is formulated by our state to encourage teachers to communicate across different schools for balancing teachers and promoting education equity. Management system reform for "Regional Management and school for using" is a supporting measure to promote the teacher exchange policy. In this paper, with the help of the game theory, the case study and interview method was used to study how the "Regional Management and school for using" of teacher exchange policy was implemented in M district of Jiangsu Province.We found that "Regional Management and school for using" of teacher exchange policy was promoted to implement through the establishment of specialized agencies and the introduction of special policies, and some positive effects had been made. For example, teacher gradually change their attitude towards "Regional Management and school for using" of teacher exchange policy; and this policy not only help teachers to gain rich experience and reduce job burnout, but also to bring new blood to schools.At the same time, the implementation of M policy is also facing some problems which need to be solved. The publicity, feedback, management and security of the teacher exchange policy were far from satisfactory,which not only dispersed supervision power of this policy, but also make the implementation floating at the surface. The influence of the teacher exchange on the school is uncertain, so the school will selectively choose,receive,use,supervise and evaluate teachers who had participated in exchange process. This policy also negatively affected some teachers' life quality and treatment, which caused their low sense of belonging to school which they have live in and decreased their enthusiasm to take part in the exchange or to exchange only for their own personal heart.From the perspective of game theory, the relationship between government and schools, and schools and teachers can be regarded as Principal and Agent. This study aims to construct a game model for the implementation of "Regional Management and school for using" of teacher exchange policy and analysis the game process between Principal and Agent. It is found that the fundamental reason for the defects in the implementation of teacher exchange policy lies in: The cost of the agent's execution is greater than its revenue, and the agents can not be investigated and punished effectively if they exhibit a disguised form of implementation of public policy. In order to solve these problems, we can start from the following aspects: 1) to reduce Principal's cost to investigate agents and effectively improve the information transmission and feedback system; 2) to increase Principal's ability to investigate the problem and to well established a supervision execution mechanism; 3) to strongly published or rewarded the agents for their disguised or good implementation of public policy; 4) to ensure agent's profit brought about by carrying out the policy conscientiously and improve the mechanism of protection . Therefore,it will more likely to achieve the original intention of teacher exchange policy though better implementation of teacher exchange policy.
