With the quick development of high-tech and changes of market environments, innovation has exceeded the mode of linear feedback which is the mode that fundamental research and applied research merchandised, and it has also exceeded the range of the organization which is the origin scope of its behavior. It has become a new intergrowth network mode, multi-agent and multi-organization social process, multi-driven networking in which many different social roles participate and cooperate. To adapt to the new circumstances, the scientific and technological innovation activities in our country especially in colleges must integrate the resources and the abilities from all aspects to create network cooperation innovation organization fitting our conditions through network or virtual organization, such as innovation alliance or virtual innovation alliance.The scientific and technological innovation alliance and system of college are the important part of the innovation system in a country. It is the incompact cooperative innovation network organization, which need share the benefits and the risks, the elements bilateral or multilateral exchanging, and it can exceed the restricts of scale and ability of single unite for the scientific and technological innovation, separate the costs of innovation, shorten the time of R&D, reduce the risks of innovation, improve the success probability of innovation. More important, through taking advantage of each other it can create coherence effects which means "1+1>2". The complete scientific and technological innovation system of college must be forming gradually, it is a road of "innovative team-single college innovation system-small innovation alliance-big innovation alliance-innovation system of college". The effects of innovation alliance of college can not be neglected, which connect, coordinate and transform the process. It advances the process in succession and step by step. This method adapts to the facts of financial environments and development of our country, makes a base foundation and avoids being more haste less speed. Alliance especially network and virtual innovation alliance is the development orientation of scientific and technological innovation organization. It is important and essential to do the research on the innovation alliance and system in our college and also it is very meaningful to the reality and the development of innovation theory.But up to now, besides the research of enterprise's technological alliance there is mainly the research of innovation team and single or the whole innovation system in the research of innovation alliance and scientific and technological system of college while the research of innovation alliance of college is few. But innovation college alliance effects cannot be neglected in the innovation system of college. Single college innovation system can not be combined effectively and integrated into a whole innovation system of college without the connection, coordination and transforming of the alliance. And the shared resources in the innovation alliance of college not only avoiding the repeated construction, saving the investment but also foster scientific and technological innovation ability. During the development from alliance to system, the scientific and technological innovation ability system construction will be enhanced. Therefore it is an important and great in need subject in the innovation theory and innovation system construction to be researched and solved that how to build and manage the scientific and technological innovation alliance of college and to develop smoothly to the destination of innovation system through the network of alliance and external coordination.
