Research On The Problems And Countermeasures Of Modern School System Construction In Primary And Secondary Schools In Qingdao City

At present,the external environment and internal demand of education have undergone tremendous changes,calling for the reform of the traditional school management system.In2003,the Ministry of Education issued " Several Opinions on Strengthening the School Work ",first proposed the construction of the modern school system.Many places to carry out practice,achieved some success,but there are still many problems.Taking the experience of Qingdao for example,the paper summarizes the present situation and the problems in practice,in order to explore an effective path of practice.The paper consists of three parts:In the first part,the paper discusses the necessity and feasibility of promoting the construction of modern school system on the basis of the definition of the two core concepts of the school system and the modern school system.This paper summarizes the historical evolution of the construction of modern school system both at home and abroad,and analyzes the necessity and feasibility of promoting the construction of modern school system in primary and secondary schools under the background of educational connotation development.In the second part,based on the summary of the modern school system in Qingdao,the paper analyzes the existing problems and the reasons,including,government management and school education.In the third part,the author puts forward the following four suggestions:(1)Straighten out the relationship between the government and the school,the implementation of the main position of the school;(2)Strengthen the implementation of the school rules,perfect the school in accordance with the school-running autonomy management system;(3)Improve the ability of each subject to participate in school governance,improve the scientific decision-making,democratic management mechanism;(4)Perfecting the guarantee system construction of modern school system.
