The accelerating development of education is to some extent derived from the innovation of education system.In 2003,the report "To Step Forward to a Country with a Great Human Resource from a Country with a Large Population" set forth the establishment of a modern school system as the fundamental objective of the innovation of education system.After that,the Department for Basic Education under the Ministry of Education and the China Central Research Institute of Education and Science started a research on "The Theories and Practice of Modern School System in Basic Education".Experimental schools and units from different parts of the country have explored the modern school system both in theory and in practice.In the past three years,all the experimental schools and units explored the realms of internal management system and the relationship between school,parents and community theoretically and practically during the process of building up a modern school system,which has made some encouraging progresses but also disclosed a certain amount of problems existed.Systematically summarizing and analyzing previous studies on China's nascent modern school system as well as the construction process of the system will help solving the problems during the practical construction process and further moving the exploration of modern school system to the next stage both theoretically and practically.This paper studies the experimental units and schools' practice(mainly in Shanghai) in applying the modern school system,aiming to fred out the current situation of carrying out modern school system in real life(Subjects of the study are experimental units and schools in Shanghai).This paper will summarize the problems found in the practical procedure followed by some corresponding suggestions with the purpose to contribute to the exploration of the practice of modern school systemThe research in this paper starts with the above questions,followed with an introduction of the reason,significance and the methods of the study.After a literature review and definitions of certain key concepts,the paper goes through the theoretical groundwork of modern school system,its social background,the fundamental reasons of development,the history of modern school system both inside and outside country and its typical examples respectively.After that,the paper targets at experimental units and schools in Shanghai,analyzing the objectives of the implementation of modern school system from three different layers-the general objective,districts' objectives and schools' objectives. The paper also summarizes the major content of the practical implementation,which is divided into the construction of schools' inner system and outer system.It also gives some suggestions on experimental units,schools and parents-community relationship concerning the subjects' rationality, soundness of the organizations,lack of the monitor and evaluation system,completeness of the practice and the implementation of the new system.These suggestions include increasing the number of experimental schools,increasing the investment and resources in research,improving the monitor and evaluation system,enriching the content of the practice and reinforcing the management of research projects.At last,the paper further explores the current embarrassment and future tendency of China's modern school system.The following conclusions can be drawn from these chapters through the research:(1) Except for the influence from the relative theories and exploration aboard,the fundamental reasons of the practice of Modern School System are deeply rooted in the development of our education,including the improvement of education's strategic position,the pursuits for the true values in education,the demands for high-quality education and the concern for the external stakeholders.(2) Compared with the exploration abroad,the systematic exploration of Modern School System in our country didn't start long ago.There are both commons and differences in the goals,contents and methods of the exploration in foreign countries and our country.(3) With regard to the exploration conducted in Shanghai,we have got some achievements.But there still exits some problems in the content, management and assessment.We must solve these from three respects:the educational administrative departments,the school and the parents and community.(4) Considering the long-term development, although the theoretical support and the educational administration system have been the obstacles in the construction of Modern School System,we can still conduct a further research on the relationship between the school and the government,and that between the school and the market,And in the process of exploration,we should put emphasis on the extension of research,the combination of theory and practice,the share and promotion of experience and the assessment of performance.
