A Study On The Quality Of Population Urbanization In China

At present, China’s urbanization rate has reached 54.77% resident population, in a critical period of population urbanization in-depth development should pay attention to the amount of change in the past the traditional extensive mode, enter the emphasis on the quality of the development stage. Urbanization stage, based on human-centered urbanization, enhance the quality of urbanization of the population is to promote the healthy development of urbanization, the question of meaning.This paper clarifies the concept of quality of population urbanization.The quality of population urbanization is the degree of the sustainable development and the degree that the results of population urbanization and development of the process can meet the growing material and cultural needs of urban and rural residents.It is not simply equal to the number of population urbanization or speed.Stage performance in the process of rural to urban population shift is not the time to complete, specifically, has gone through three stages. The first stage of economic stage, the performance of the transfer of population and occupation of space, the rural population into the city to leave their homes, engaged in non-agricultural labor; the second stage of social stage, the identity of the conversion from agriculture accounts converted to urban hukou; the third stage humanities stage, showing changes in personality, from the traditional to the modern personality personality changes, while the population of agricultural work habits,lifestyle, political participation, ways of thinking, cognitive, and cultural qualities,such as convergence with the public. Besides,There are some manifested population differentiation clash of civilizations and the emergence of social classes in the process of urbanization,Based on those characterisitics of the periodic and complexity,the duality,and asynchronism, the author constructs the analysis framework of the quality of population urbanization.The analysis framework contains three dimensions which are urbanization,equal basic public services,and coordinated development between the factors urbanization and the land urbanization.In the process of population urbanization in our country, There appeared four different types of some typical cases which are such as local urbanization,nearby urbanization,faraway urbanization,inter-generational urbanization. Through research and analysis of thesecases, it is not hard to find that the quality of population urbanization at the present stage in China there are some notable common problems, such as urbanization path does not open, basic public services supply imbalance, the factors urbanization and the land urbanization develop discordant and so on.To solve these problems, we should be carried out a comprehensive system innovation.Adhere to the people-centered, fair share, pay attention to cultural heritage, reveal features, give full play to the market and social force in the role of population urbanization development,improve accelerated the quality of the population urbanization in an all-round way.We Must be from the perspectives of economic, social and humanistic, vigorously improve the level of urbanization of the population; and then, We also should broaden the various sources of funding channels, eliminate any discrimination, avoid a policies of lowland, accelerate the equal basic public services; In addition, We should coordinate the population urbanization and urban scale development and amount of city/town, and the relationship between the urban and rural areas as a whole.We want to complete the smooth transition of population urbanization, we must continue to maintain the character of our people itself has characteristics and regional cultural diversity; not only to promote the progress of urbanization of the population, but more importantly is people-oriented policies to farmers vulnerable tilt promote the equalization of public services, and constantly improve the population quality,vigorously practicing justice, narrowing the gap between urban and rural areas, so that all the residents to share the results of modernization.
