Throughout the history of the development of Russian higher education,the government has always been on the strong side as the manager,although in some periods,colleges and universities have gained some rights of autonomy,Russian higher education is deeply influenced by "Nationalism" in history,for different political purposes at different stage,or to consolidate the imperial power,or for the development of the coutry.The development and reform of Russian higher education are closely related to its unique historical background.With the influence of the modern marlet economy,the reform of higher education has entered a new round.Russian higher education has undergone dramatic changes in the new period.The government is no longer in charge of the whole stuation,instead,the government focuses on important policy development and macroeconomic regulation and control.Market and intermediary organizations,as important parts of external governance parts,have involved in the process of Russian higher education and played its role in coordination and supervision.As the internal carrier of higher education governance,the university itself,distribution and operation mechanism of administrative power,academic power and democratic power and other power within the university also are very important parts in higher education in Russia.In the field of Russian higher education coordination between the various stakeholders and supervision jointly builds the Russian higher education governance model and reflects its unique characteristics.This dissertation takes University and Community college as the research object,through analyzing the historic transformation of Russian higher education governance,Exterior environments of higher education governance and Interior governance mechanism of Russian higher education,to recognize the current situation of the governance of Russian higher education.Based on the analysis of the previous chapters,this dissertation constructs the governance model of Russian higher education and concludes the characteristics of governance.This research unfolds mainly from the following several aspects:Historical development phase division of Russian higher education governance is expounded in the first chapter.It is divided into three stages:Higher Education Governance in the Tsarist Russia Period,Higher Education Governance in the Soviet Union,Modern Russian Higher Education Governance.The division is based on governance ideas and the evolution and the development of the governance policies under the influence of ideas in different historical stages in Russia.According to the different periods of higher education governance in the process of the relationship between stakeholders and the role,this dissertation further summarizes the main features of this period.Exterior environments of higher education governance in Russia are described in the second chapter.The reason why we talk about exterior environments of higher education governance firstly,other than internal operation mechanism of higher education governance,is that the main body of external governance has had a great impact on the formation of Russian higher education governance model.And there are indispensable parts of the governance process in Russia,including government legislation,appropriation and management,as well as market product service and provision,and the integration and supervision of the intermediary organizations.This part of the study paves the way for further exploration of the internal operation mechanism of Russian higher education and comprehensively understanding Russian higher education governance.Interior governance mechanism of Russian higher education is analyzed in the third chapter.This paper selects University of Moscow,Moscow Finance-Law School and Federal University of the Far East as examples,to analyses how their academic power,administrative power and democratic rights works.The forth chapter is mainly about the study on the model of Russian higher education governance,which is based on the analysis about its history and about both the internal and external governance.It starts from the subject,object,mechanism and solutions of governance,then constructs the Russian higher education governance model,and describes the Quaternary governance model.To have a whole to understand the Russian higher education governance,this paper further summarizes the characteristics of this governance model.The final part is the conclusion.This paper is a comprehensive study from both diachronic and synchronic dimensions,and a complete analysis on both micro-exploration and macro level.There is advantages and disadvantages in the process of Russian higher education governance,which needs studying at the dialectical vision.The formation of the Russian higher education governance model is the result of its national conditions.At the same time,Russian higher education governance is a dynamic process,so the study of it will never end.Based on this study,some implications are expected for Chinese higher education development.
