In recent years,strong demand for school housing,school choice behavior increased.These behaviors reflect the residents’ desire for a high level of education.Wenzhou has a sound economic development and residents have a high input in education.However,due to the regional social development,especially the differences between urban and rural areas,there are fewer available resources in rural schools,resulting in a relatively low level of running a school.In order to balance the educational level gap between different regions and different schools,the school model of Lucheng District in Wenzhou City is’ changed from"Group School" to "Group School + School District".However,whether the new mode of running a school helps to improve the standard of running a school in rural areas lacks relevant research.According to the theory of balanced development of education and education,combined with the actual situation of rural area of Lucheng District and the situation of rural school districts in other areas of our country,the status quo and existing problems of rural area of Lucheng District are analyzed.The research shows that rural school district of Lucheng District is basically formed and an independent management institution is established,namely district school district management office,cooperation in teaching and scientific research,increased opportunities for teachers to exchange,joint examination to assess teaching effectiveness and other ways to improve teachers’Teaching skills The innovative carrier in the exchange of students provides a platform for students to exchange ideas and introduces school district assessment in teacher evaluation and has achieved some success.However,the school district in Wenzhou is still in its infancy,and the supporting policies and management measures in school districts are not perfect.There is no standardized standard in school districts;there are fewer cooperation and exchanges between schools and schools and insufficient exchange of resources.The shortage of teachers is still not enough,personnel management is still being implemented step by step,failing to give play to the role of school districts in teacher resource allocation.In the future of Wenzhou school district,this article proposes to establish the school district standardization standard,so that the school district construction has a good foundation.It is suggested that cultural cooperation should be carried out within the school district so as to promote the transformation from competition in teaching achievements to cooperation in cultural differences.It is suggested that teaching resources such as curricula,materials and teachers should be shared.Suggestions should be made to improve teachers ’flow mechanism,promote teachers’professional development,break barriers to teacher mobility and diversify The formation of a mechanism to ensure the balance of rights and interests of teachers,teachers can normalize and balance.
