In July 2010,the party central committee and the state council issued the national medium and long-term education reform and development plan outline(2010-2020).The file points out that to gradually realize in running schools by laws,democratic supervision,social participation and self-management,a modern school system should be built,and schools can comply with the relevant laws and regulations under the premise of making accords with the.practice of running the school constitution and the supporting system.Then,the grand education project of the construction of the modern school system officially began and to take the construction of the school constitution as the core content of the modern school system construction was put on the work schedule.The active and prudent handling of the position and the role of the school charter construction in modern school system construction,and a good solid woven system framework of the construction of the modern school system,lay a solid foundation for the construction of a high level of the basic education and the cultivation of the comprehensive quality system of the students.At present,the research on the construction of the school constitution and the construction of modern school system is still in its initial stage,and many researches are still in the development stage.This article mainly uses literature research,case study method,research analysis and other research methods,and take a primary school in Shenzhen as the research sample.It makes a main research of the textual and practical problems of the construction of school constitution,then the writer puts forward the corresponding optimization path combined with the advanced theories of domestic and foreign research and his working experience.This paper also studies the relationship between the construction of the primary and middle school constitution and the modern school system,and points out several realistic problems of the modern school system construction,and puts forward the important role of the construction of the school constitution in promoting the construction of modern school system.This article systematically studied two big topics that are the construction of the primary and middle school constitution and the construction of modern school system.It also makes textual analysis and practical exploration of the articles of association of a school in Shenzhen and compares it with other school study.The study found that:in the aspect of textual analysis,the inner quality of the construction of the primary and middle school constitution is still inadequate,and there are a lot of procedural or physical problems of the school constitution in the school core idea of the text,text structure,language and content characteristics that are not matched with the development of modern school system construction and the actual process of the school development.In the aspect of the practical exploration,the study found that core power of the construction of the primary and middle school constitution is relatively lagging.There are many deficiencies in its execution concept,enforcement and implementation method,etc.So the construction of the school constitution is on the shelf,and can hardly play an actual role in promoting the construction of modern school system.From all the studies that were found above,this article focuses on how to fill the blank of the case study of,how to develop targeted strategies in the construction of the school constitution from the theoretical level and practical level and then do a research on the relationship between the construction of primary and middle school constitution and the construction of modern school system,and properly deal with both the role definition and the function design.The construction of the primary and middle school constitution is the core content and the key link of modern school system construction.It is related to the course of the construction of modern school system,the quality and the target implementation plan,so it must be enacted systemically,completely and scientifically.It must play an overall and guiding role in school practical management,which is the escort of modern school system construction.The modern school system construction should focus on how to change management idea,simplify administrative procedures and delegate powers to lower levels in educational field,arouse the initiative of the school education,make a solid foundation to carry out the school running autonomy,and therefore make a steady progress in basic education modernization.
