Research On Academic Vacation System In China's Universities

Since 2015,the State Council issued the "push forward the world first-class university and the first-class discipline construction overall plan",and the "double first"has always been a hot topic in the field of higher education.The whole quality of teachers determines the level of academic development of university,also stresses the important status of higher education.Outstanding teaching staff is undoubtedly the core competence of the construction of "double first" in the world.To improve the academic level of teachers,there are usually two approaches.One is the introduction of talents,and the other is cultivation of the university teachers.However,due to some limitations,introduction talents is impossible for most universities and colleges.To improve the academic level of teachers is mainly dependent on the quality of the in-service teachers.Sabbatical leave system provides the systematic guarantee to improve the in-service teachers' academic level.Because of the significance of the sabbatical leave system,most colleges and universities around the world have adopted this system to promote the development.On the one hand,the implementation of sabbatical leave system can alleviate the teachers'job burnout,improve the academic level and teaching level,and satisfy the needs of university teachers' self actualization.On the other hand,the implementation of sabbatical leave system will improve the whole quality of teachers,and further improve the quality of teaching,dissolve the academic impetuous,improve the core competitiveness of colleges and universities.Some universities in China has been actively trying to build system of sabbaticals,but research shows that during the implementation of the sabbatical leave system has troubles in every aspects.It has a great gap between the reality and ideal.Thus,we urgently need to review the sabbatical leave systems that have been set to make it implement smoothly.In this paper,literature survey method has been used to collect relevant research literatures of sabbatical leave system at home and abroad,combing the process of the sabbatical leave system,and elaborating the necessity of the implementation of sabbatical leave system in colleges and universities.In order to ensure the accuracy and effectiveness,this research is based on the sabbatical leave system published on website,including the China Agricultural University,Beijing Language and Culture University,Communication University of China,Shaanxi Normal University,Northwest A&F University,Xiamen University,Shandong University,Linyi University,Qufu Normal University,and Nanjing Tech University.In sum,a total of 10 colleges and universities'sabbatical leave system text has been collected.In this research,we introduce the specific content of sabbatical leave system from the following aspects:the leave purpose,application conditions,the holiday period,vacation time and holiday pay,vacation holiday tasks,personnel proportion,vacation spending,examination and approval procedures,and management assessment.Moreover we also use the questionnaire to find teachers' attitude towards sabbatical leave system,concrete content,and problems of sabbatical leave system.Finally,we found that the main problems are as follows:lack of the knowledge of sabbatical leave system,imperfection of sabbatical leave system,inadequacy of sabbaticals funds,lack of teachers in colleges and universities,lack of participation of academic organization,etc.To solve the questions we talked before,this research conclude some suggestions from the perspectives of government,colleges and universities,teachers to make it better.
