date.Moreover,material resources and human resources can be used more and more by University Education Foundation because of the improvement of society and economy and education tax policy resources.In this context,the University Education Foundation appears as an important role and strength of provide services in the field of education,and has played a specific role in raising funds from the community to support poor students in the university,subsidizing scientific research projects,and building basic facilities in schools,promoting the construction and development of colleges and universities,also made an important contribution for education career,so it has an important social significance.Capital is the primary premise of the operation of the University Education Foundation.Only through financing can we provide sufficient power source for the survival and development of the Higher Education Foundation,we can also play an important role in promoting the development of colleges and universities and the development of national education,and also through the effective use of social resources to reduce the government financial burden.However,the current situation is that there is a wide gap between the levels of funding of China’s Key University Education Foundation.The first-class university charity foundation,such as Peking University and Tsinghua University,fund vast amount annual social donations,but the vast majority of colleges and Universities Education Foundation has a small scale of financing,and there are still small scale of financing in the financing process,for instance,financing scope is limited,the form of financing is single.These phenomena actually reflect the low level financing of most University Education Foundation.At the same time,the quantity community of similar nature is increasing,the competition between them is also very fierce,which makes financing work of our University Education Fund is facing great challenges,through studying the funding questions of the University of Education Fund and then enhance the value of its financing level.As the development of general colleges and universities and private colleges and universities is far from the scale of development,therefore,this article take Key University Education Foundation Funding as the research object,and select Xi’an Jiaotong University Education Foundation as the research object,on this basis,in the perspective of social capital theory and resource mobilization theory exploring the path to solving financing questions of the entire Key University Education Foundation.First by reading lots of literature at home and abroad,elaborate on social organizations and foundations,combined with the connotation of social organizations and foundations define the definition and characteristics of University Education Foundation;Second,This article analyze financing present situation of xi ’an Jiaotong University Education Foundation as follows:the range of financing,financing channels,the types of donations by referring to the ministry of civil affairs,China Education Development Foundation,the Foundation Center network,China Alumni network,colleges and universities Education Foundation web site statistics and the analysis of the annual report of xi ’an Jiaotong University Education Foundation funding lines,and find that its scale is small,fund-raising scope is narrow and financing form is in shortage and so forth.And analyze the causes of the financing problem from internal and external aspects:regional economic development level,urban charity culture atmosphere,government policy,social capital,financing concept,organization structure setting,raise staff financing,improve safeguarding system of financing.Moreover,summarize the successful experience of American university education foundation and domestic first-class university education foundation financing.Finally,come up with the following suggestions from internal and external factors on the basis of their successful experience,combined with the actual situation of Key University Education Foundation in order to perfecting the Key University the path of University Education Foundation funding level.As a result of this study,the University Education Foundation,in cooperation with the government in the field of education,is responsible for the important role and strength of the public service function of government education.The financing situation is affected by external factors such as economy,society and policy environment and the organizational structure,staffing and financing ideas and other aspects inside.Therefore,in order to improve the current situation of the financing of the Foundation for Education Foundation,we must consider both internal and external factors,ensure institutional and personnel coordination in all aspects.
