Research On Public Employment Service Supply In Fushun City Based On Population Structure Changes

The "19th National Congress" of the Party explicitly proposed that it is necessary to improve people's livelihood,provide corresponding guarantee,strengthen and innovate social governance,improve the quality of employment and raise people's income.This requires the government to provide all-round public employment services,promote the employment and entrepreneurship of college graduates and migrant workers through multiple channels,accelerate the equalization of public services,and narrow the income distribution gap.At the same time,the change of the contradiction of China's population structure in the new era puts forward more realistic requirements for the government's public employment service.When the public employment service system in China is not perfect,the government should focus on the equalization of public employment service and promote the construction of public employment service supply system.Therefore,the establishment and improvement of the public employment service system adapted to the change of population structure is an important condition affecting the smooth transition of population structure and urbanization transformation.This paper tries to provide a solid theoretical foundation from the theoretical and practical aspects,such as new public service theory,multi-center supply theory,quasi-market theory and principal-agent theory,as well as the theories of finance,people's livelihood and balanced regional development in China's inclusive development.From the perspective of population,this paper comprehensively analyzes the total amount and structure of population change in Fushun,Liaoning province,and then analyzes the development trend of population change through prediction.In terms of public employment service,it shows the supply situation of Fushun city,the problems it faces and the causes of the problems,and systematically analyzes how the public employment service should match and adapt to the development of population change after the population change in this region.From this point of view,the coupling model is used to analyze the relationship between the change of population structure and the supply of public employment service.In addition,the paper also puts forward ideas and regulatory measures for the supply of public employment services in this region,so thatthe supply of public employment services can adapt to population changes,match population development,and achieve coordinated and balanced development at the same time.The conclusion shows that: firstly,there is a close relationship between the development of population structure and the supply level of public employment service.Second,there is a strong coupling between the change of population structure and the supply of public employment service.Thirdly,the level of public employment services in Fushun city is on the whole showing a growing trend,and will be more adaptable to the change of population structure in the future.Through research,this paper believes that:Fushun population structure changes and the supply of public employment services is strong,but the degree of coordination between the two is not enough,need to strengthen.In the specific supply,we must deal with the basic relationship between them,establish the public employment service system oriented by the change of population structure,and constantly improve the management of public employment service.The government should play a leading role in diversifying the supply of public employment services,so that the government,the market and the society can work together to establish a scientific and effective public employment service system,improve public demand expression and participation mechanisms,and provide quality and efficient public employment services.
