Research On The Effect Evaluation Of The Xiangri Debalong Poverty Alleviation Development Project In Qinghai Province

The development-oriented poverty reduction migration means a kind of resettlement, which rely on the government's organization, guide, funds, materials, and other policies. Following the principles of voluntary, moving poverty population who live in very bad natural conditions to the regions where the production and living conditions are relatively better, by the development of the abundant natural resources in resettlement area to realize the targets of shaking off poverty of the migrants, repairing and improving the ecological environment in emigrant areas and recovering the coordination of the relation between human and land.Xiangride-Balong Poverty Reduction Development-oriented Project in Qinghai is referred to as Xiang-Ba Project, which according to the actual situation of Qinghai province, migrated designedly part of poverty population from the drought mountainous area of the East Qinghai to the Xiangride and Balong area in Dulan county in Southeast Qaidam basin. for realizing aims including to develop the rich soil and water resources in resettlement area, solve the migrants'poverty, and repair and improve of the ecological environment in emigrant areas.Because of Xiang-Ba project's impact on the emigrant and resettlement areas is profound, we research it will appear very important theoretical and practical significance. On the one hand, Xiang-Ba project migration as a typical case of the development-oriented poverty reduction migration projects in China. At present its studies quite few, especially about its effect, and the existing researches on its effect, which Only through the brief summary to describe the effect that the project have achieved. The paper evaluated comprehensively the effect of Xiang-Ba project via using statistical data, remote sensing data and the field survey data, etc. and through the qualitative and quantitative methods, to provide theoretical reference for the future research. On the other hand, it reflected really the project's implementation effect by analysis, and found some existing problems, and to provide the basis for the government to make the next step of poverty alleviation policy. Meanwhile, it can provide some practical experience to poverty alleviation project for other poor regions in China.The paper evaluated effect of Xiang-Ba project from the economic effect, social effect and ecological effect and immigrants' subjective satisfaction. Through the research we could find that Xiang-Ba project have made great economic, social and ecological effect in the emigrant and resettlement areas, and immigrants'subjective satisfaction was high. But we found some problem such as the specific migration policy are not perfect enough, the moved households were not the poorest; the project brought some certain adverse impact on the people who not move in emigrant area because village school and hospital moved away after most villagers moved out; the project have made certain loss of human resources in emigrant area, and so on. At last, it put forward some suggestions for improve the aforementioned problems:to further improve the supervision and management mechanism, fully considering the interests of the people who need help most, to innovate the anti-poverty strategies and enhance vocational skill training to improve the quality of labor, to raise farmers' consciousness for overcoming the difficult and protecting the environment and further improve infrastructure and shelter forest construction, etc.
