| The establishment of Satellite Towns is an important part of Metropolis-Town planning system,and the rational planning of them around metropolises is of great significance concerning the sustainable development of China.In recent years,the development of satellite towns in China has gained some achievements,but there are still some "satellite towns diseases" like improper planning,functions mismatching,inefficient size of inner city,big city with small population and some urgent problem like the traffic impedance between the main district and satellite towns,which entails rational optimization of the development of satellite towns.This paper reviews the connotation and developmental theories of Satellite Town,the influential factors and research of dominance indicator and model choosing,and on the basis of which it analyzes the exact function of Satellite Towns and the forces(including pull and push)that affect the development of Satellite Towns.Specifically,the "pulling" force refers to the attractions of satellite towns to main district population attributed to the towns’ location,land resource,transportation,economy,assembling industry and the quality of population;the"pushing" force refers to the promotion of policy,supporting infrastructure,technology,industrial gradient and labor force spillover of main districts to satellite towns.The theory of pull and push underlies the empirical analysis of the differences of satellite towns in Shanghai.The paper,on one hand,qualitatively depicts the distinctions of satellite towns of Shanghai;on the other hand,referring to the previous study of dominance model of satellite towns,creatively extends economic dominance assessment model according to sensitivity factor,and takes Satellite Towns of Shanghai(which is determined according to the relevance of transportation and economy between Shanghai and its towns)as samples,does quantitative study,and ranks them as Jiading>Minhang>Jinshan>Qingpu>Fengxian>Songjiang>Chongming>Baoshan in the light of their dominance potential.The paper concludes that the establishment of satellite towns of Shanghai should facilitate the development goal of the main district,base on the balanced development of diversified industry,and take advantage of spillover effect from the Metropolis and their own economic and social resources to support the characteristic industries.Additionally,with improved policies,higher population quality and better living and working environment,these towns can have synergies with the development of Metropolis.This study makes some innovations in the following aspects:Firstly,the author revised the dominance model of Satellite town by adding comprehensive economic factor as a "sensitivity factor" derived from the weighting of all factors,which greatly enriches the model.Secondly,the relevant literature has only done research on the ranking of satellite towns’dominance,while this paper creatively takes the angle of difference analysis,and draws on the "pulling-pushing" theory to explore the differences of eight satellite towns of Shanghai,and quantitatively verifies the result by the dominance model.Lastly,the existing researches have focused more on Pudong District,but ignored the development of the whole Shanghai satellite city.Timeliness is an edge of this study,which provides policy suggestions of the planning of Shanghai satellite towns,as well as theoretical and practical support to the coordinated development between the main district and Shanghai satellite towns. |
