Government Policy Advisory Department is a chinese academic term.In the west,'Think Tanks' is refer to those departments that provide policy advice in oder to influence decision-making organizations.Today,our society is full of governmence problems,such as the unefficience of the public decision-making.With the improvment of the society,the development-degree of think tank largely determines the height of a country's development.Therefore,Think Tanks with chinese characteristics is a key factors of the development process.Shaping think tank function is very important to the inprovemnt of think tanks.Talent is the think tank fundamental that can sustains policy influence and build it's own organizational structure,so it is essential to clarify and rebuild the think tank talent reserve function.This article focuses on functional studies combines theoretical and empirical research.At first,we try to research the theory and practical experience,then summed up the status quo and look for the role of think tanks talent reserve function,using empirical analysis to study its multifaceted characteristics.Last but not least,based on the results,we give several suggestions to rebuild the function of talent pool.The study is divided into the following five sections:The first part is try to definite the concpet of Think Tank,the Talent Pool,as well as think tanks to define functional reserve of talent,organizational theory from three ecological theory,human capital theory,and joint inventory build theoretical framework to clarify the language of the logic of this article and wording ideas.The second part is empirical analysis of the way in order to spy on the status of the operation of think tanks and reserve personnel problems with the system to play the way the path from the reserve to attract talent and attract talents,nurture talent,talent promotion,rotation talent pry the think tanks,find issues think tank in shaping the talent reserve problems exist through empirical analysis.The third part focused talent pool to achieve functional obstructions factor,noting social macro environment,education,personnel management,administrative systems and think tank think tank talent pool itself is caused by the functioning of the core elements of failure.The fourth part is the focus on the US think tank,introduceing the experience and practice in the realization of talent reserve pro cess,thro ugh the analysis of the US think tank personnel selection,personnel training,we find that the key factors of the" revolving door" mechanism is the operation mechanism,talent managemen tand market-oriented,we try to use it in Chinese Think-Tanks' experience.The fifth part is the suggesiongs,from the executive environment,personnel access,personnel training,mobility,integration of network functions to improve the talent pool of think tanks.
